تطوّرت المنظومة العدلية والقضائية في المملكة بشكل مذهل من خلال التحوّل الرقمي الكامل وتطبيق رؤية 2030. وشمل التطوّر إطلاق مبادرات مثل «التقاضي الإلكتروني» و«ناجز»، وتوسيع القضاء المتخصص، وتم تحديث الأنظمة واللوائح، وإصدار تشريعات جديدة لتعزيز الشفافية والكفاءة، وتحسين أداء المحاكم والتنفيذ والتوثيق. وأدّى ذلك إلى تحسين الإجراءات القضائية بشكل ملحوظ وتقليص عمر القضايا، إضافة إلى تعزيز كفاءة خدمات العدالة الموجهة للمستفيدين.
ومن التطوّرات الرئيسية التحوّل الرقمي الكامل في قطاعات التوثيق والتنفيذ من خلال بوابات إلكترونية مثل «ناجز» و«تراضي». وجاء التقاضي الإلكتروني كعلامة فارقة، إذ تم تطوير خدمة التقاضي عن بُعد، حيث تُعقد جميع الجلسات القضائية إلكترونياً، وتتيح تبادل المذكرات، وتقديم المستندات، والمرافعة عبر الاتصال المرئي، ما اختصر الوقت والجهد، إضافة إلى جودة المنتج. واكتملت منظومة القضاء المتخصص من خلال تطوير المحاكم المختصة، وتطوير الأنظمة والتشريعات، وإصدار العديد من الأنظمة واللوائح الجديدة، مثل نظام التكاليف القضائية، لتحديث الإطار القانوني، وتعزيز الشفافية، وتحقيق العدالة الناجزة، إضافة إلى تحديث الإجراءات، وتحديث الوثائق القضائية، ما أدّى إلى تقليص الإجراءات الشكلية، وزيادة كفاءة الدوائر القضائية، وأصبحت خدمات التوثيق والتنفيذ رقمية بالكامل، مع إطلاق خدمات إلكترونية جديدة تقلل دورة العمل وتسرّعها. وأطلقت وزارة العدل، مبادرات مثل مركز الترجمة الموحد لتمكين غير الناطقين بالعربية من استخدام خدمات العدالة، وخدمات مخصصة للمسجونين والموقوفين.
وبحسب مختصين كانت النتائج مذهلة، وأسهمت هذه التطوّرات في رفع كفاءة العمل العدلي، وتقليص وقت إنجاز القضايا، وتعزيز الشفافية، وعزّزت التطوّرات شفافية إجراءات وعمليات التقاضي وفض النزاعات. يضاف إلى ذلك تحسين الخدمات عبر تحسين تجربة المستفيدين من خلال توفير خدمات عدلية ذكية تسهّل الوصول إلى المحاكم. وجاءت حماية الحقوق عنصراً وعاملاً مهماً. وساهمت هذه الجهود في ضمان حقوق الأفراد، وتعزيز نزاهة وكفاءة القضاء.
The judicial and legal system in the Kingdom has developed remarkably through complete digital transformation and the implementation of Vision 2030. The development included the launch of initiatives such as “Electronic Litigation” and “Najiz,” the expansion of specialized judiciary, updating systems and regulations, and issuing new legislation to enhance transparency and efficiency, as well as improving the performance of courts, enforcement, and documentation. This has led to a significant improvement in judicial procedures and a reduction in the lifespan of cases, in addition to enhancing the efficiency of justice services directed at beneficiaries.
Among the key developments is the complete digital transformation in the sectors of documentation and enforcement through electronic portals such as “Najiz” and “Taradi.” Electronic litigation emerged as a landmark, as remote litigation services were developed, where all court sessions are held electronically, allowing for the exchange of memos, submission of documents, and advocacy via video conferencing, which has saved time and effort, in addition to improving the quality of the output. The specialized judiciary system was completed through the development of specialized courts, the enhancement of systems and legislation, and the issuance of many new regulations, such as the Judicial Costs System, to update the legal framework, enhance transparency, and achieve expedited justice, along with updating procedures and judicial documents, which led to a reduction in formal procedures and an increase in the efficiency of judicial circuits. Documentation and enforcement services have become fully digital, with the launch of new electronic services that reduce and expedite the work cycle. The Ministry of Justice launched initiatives such as the Unified Translation Center to enable non-Arabic speakers to access justice services, as well as services tailored for prisoners and detainees.
According to specialists, the results have been remarkable, and these developments have contributed to increasing the efficiency of judicial work, reducing the time taken to resolve cases, and enhancing transparency. The developments have also improved the transparency of litigation procedures and dispute resolution processes. Additionally, the improvement of services through enhancing the experience of beneficiaries by providing smart judicial services that facilitate access to courts has been significant. The protection of rights has been an important element and factor. These efforts have contributed to ensuring individuals’ rights and enhancing the integrity and efficiency of the judiciary.
