قهوة بلا رسوم.. ترمب يلغي الرسوم الجمركية على البرازيل – أخبار السعودية – كورا نيو
في تحول مفاجئ في السياسة التجارية، أصدر الرئيس الأمريكي دونالد ترمب، أمرًا تنفيذيًا بإلغاء فوري للرسوم الجمركية البالغة 40% التي كان قد فرضها في يوليو الماضي على مجموعة واسعة من المنتجات الغذائية البرازيلية، وأبرزها اللحوم البقرية والقهوة والكاكاو والفواكه.
وجاء القرار ليُنهي عقوبة تجارية كانت تهدف أساسًا إلى الضغط على البرازيل بسبب ملاحقة سلفه وحليفه جايير بولسونارو قضائيًا بعد إدانته بالتخطيط لانقلاب للبقاء في السلطة عقب خسارته انتخابات 2022.
إلغاء الرسوم الجمركية على البرازيل
وسيسري إلغاء الرسوم على كل الشحنات البرازيلية التي تدخل الولايات المتحدة اعتبارًا من 13 نوفمبر الجاري، مع إمكانية استرداد الرسوم التي دُفعت بالفعل على البضائع التي كانت الرسوم مفروضة عليها، وفقًا لنص الأمر التنفيذي الصادر عن البيت الأبيض.
وتُعدّ البرازيل المورّد الأول للقهوة إلى الولايات المتحدة (تغطي ثلث الاستهلاك الأمريكي)، كما صارت في السنوات الأخيرة مصدرًا رئيسيًا للحم البقر المستخدم في البرغر.
ارتفاع أسعار القهوة
وكانت أسعار القهوة بالتجزئة في أمريكا قد قفزت بنسبة تصل إلى 40% هذا العام نتيجة الرسوم الجمركية إضافة إلى نقص الإنتاج بسبب الطقس.
وقالت محللة السلع جوديث غينز، رئيسة شركة «جيه غينز كونسالتينغ»: «نتوقع الآن أن تبدأ عشرات الآلاف من أكياس القهوة البرازيلية المخزنة في المستودعات الجمركية المعفاة بالتحرك بسرعة نحو مصانع التحميص الأمريكية».
وكان العديد من المستوردين الأمريكيين قد أوقفوا تفريغ الشحنات البرازيلية في المستودعات المعفاة من الرسوم منذ فرض العقوبات، بانتظار قرار كهذا.
ترحيب برازيلي
من جانبها، رحبت جمعية صناعة اللحوم البرازيلية بالقرار، واصفة إياه بـ«دليل على فعالية المفاوضات التجارية»، وتعهدت بمواصلة العمل لزيادة الحصة السوقية في الولايات المتحدة.
يُذكر أن الأمر التنفيذي لم يتطرق إطلاقًا إلى العقوبات الشخصية التي فرضتها إدارة ترمب على قضاة ومسؤولين برازيليين، ومن بينهم القاضي ألكسندر دي مورايس وزوجته الخاضعان لعقوبات بموجب قانون ماغنيتسكي العالمي، إلى جانب إلغاء تأشيرات دخول عدد من الوزراء والقضاة البرازيليين.
وفي أول تعليق رسمي، قال الرئيس البرازيلي لويس إيناسيو لولا دا سيلفا، إنه «سعيد جدًا برفع الرسوم الجمركية 40%»، معتبرًا القرار خطوة إيجابية في العلاقات الثنائية.
وكان البيت الأبيض قد ألغى الأسبوع الماضي رسومًا مماثلة على منتجات زراعية من دول أخرى في إطار سلسلة تراجعات تهدف إلى تهدئة أسعار السلع الغذائية قبل حلول موسم الأعياد وعام 2026 الانتخابي.
In a surprising shift in trade policy, U.S. President Donald Trump issued an executive order for the immediate cancellation of the 40% tariffs that had been imposed last July on a wide range of Brazilian food products, most notably beef, coffee, cocoa, and fruits.
The decision came to end a trade penalty that was primarily aimed at pressuring Brazil due to the legal pursuit of his predecessor and ally Jair Bolsonaro after he was convicted of plotting a coup to remain in power following his loss in the 2022 elections.
Cancellation of Tariffs on Brazil
The cancellation of tariffs will apply to all Brazilian shipments entering the United States starting November 13, with the possibility of refunding tariffs that have already been paid on goods that were subject to the tariffs, according to the text of the executive order issued by the White House.
Brazil is the largest supplier of coffee to the United States (covering one-third of American consumption), and in recent years has become a major source of beef used in burgers.
Rise in Coffee Prices
Retail coffee prices in America had surged by up to 40% this year due to the tariffs as well as production shortages caused by weather conditions.
Commodity analyst Judith Ganes, president of J. Ganes Consulting, stated, “We now expect that tens of thousands of bags of Brazilian coffee stored in duty-free warehouses will quickly begin to move toward American roasting plants.”
Many American importers had halted the unloading of Brazilian shipments in duty-free warehouses since the imposition of the sanctions, awaiting such a decision.
Brazilian Welcome
For its part, the Brazilian Meat Industry Association welcomed the decision, describing it as “evidence of the effectiveness of trade negotiations,” and pledged to continue working to increase market share in the United States.
It is noteworthy that the executive order did not address the personal sanctions imposed by the Trump administration on Brazilian judges and officials, including Judge Alexandre de Moraes and his wife, who are subject to sanctions under the Global Magnitsky Act, along with the cancellation of visas for several Brazilian ministers and judges.
In his first official comment, Brazilian President Luiz Inácio Lula da Silva expressed that he is “very happy with the lifting of the 40% tariffs,” considering the decision a positive step in bilateral relations.
The White House had canceled similar tariffs on agricultural products from other countries last week as part of a series of rollbacks aimed at calming food prices ahead of the holiday season and the 2026 election year.
