تواصل المملكة العربية السعودية مسيرتها بخطى ثابتة نحو الريادة العالمية في مجال البيانات والذكاء الاصطناعي تنظيما وتطويرا وتعاملا، إذ تحولت في غضون 6 أعوام من تاريخ نشأة الهيئة السعودية للبيانات والذكاء الاصطناعي (سدايا) إلى وجهة دولية تساهم في صنع القرار العالمي المتعلق بهذه التقنيات المتقدمة، خدمة للإنسانية انطلاقا من مستهدفات رؤية السعودية 2030 الرامية إلى بناء اقتصاد قائم على المعرفة والابتكار، وتحقيق الخير للبشرية من هذه التقنيات، وتعزيزا لدور المملكة العالمي في دعم أهداف التنمية المستدامة للأمم المتحدة 2030.
وتتولى «سدايا» بموجب تنظيمها قيادة الملف الوطني للبيانات والذكاء الاصطناعي، لاسيما حوكمة البيانات والذكاء الاصطناعي، وتوفير الإمكانات المتعلقة بالبيانات والقدرات الاستشرافية، وتعزيزها بالابتكار المتواصل في مجال الذكاء الاصطناعي، بما يضمن الارتقاء بالمملكة إلى الريادة ضمن الاقتصادات القائمة على المعلومات والبيانات والذكاء الاصطناعي، إلى جانب جهودها في بناء الخبرات والقدرات الوطنية المتخصصة في قطاعات البيانات والذكاء الاصطناعي، واعتماد المعايير المهنية، وبناء المقاييس والاختبارات المهنية والبرامج التعليمية والتدريبية في تلك المجالات، وتنفيذها.
وتأتي هذه الجهود في إطار ماتحظى به «سدايا» من دعم متواصل ومستمر من ولي العهد رئيس مجلس الوزراء رئيس مجلس إدارة الهيئة السعودية للبيانات والذكاء الاصطناعي (سدايا) الأمير محمد بن سلمان، لتضطلع بدورها في مجال البيانات والذكاء الاصطناعي، وتحقق الريادة العالمية للمملكة في هذا الممجال.
وعملت «سدايا» في ذلك الإطار على بناء وتشغيل واستضافة البيانات والسحابات الحكومية الرقمية وأنظمة إلكترونية خاصة بذلك، علاوة على تحفيز نمو قطاعات البيانات والذكاء الاصطناعي، وتشجيع الابتكار والاستثمار فيها، واقتراح آليات رفع كفاءة الإنفاق وتنمية الإيرادات في قطاعات البيانات والذكاء الاصطناعي.
وتعد القمم العالمية للذكاء الاصطناعي التي نظمتها «سدايا» في 2020 و2022 و2024 بمثابة محطات فارقة جسدت مكانة المملكة الرائدة في رسم مستقبل الذكاء الاصطناعي بالعالم، وأثبتت في الوقت ذاته علو كعب المملكة في تنظيم كبرى القمم التقنية المماثلة لها في العالم، لتدشن بذلك انطلاقة كبرى لمسيرة الأحداث والفعاليات الضخمة في مجال البيانات والذكاء الاصطناعي التي أثبتت الريادة المبكرة للمملكة في قدرتها الفائقة على حسن التنظيم والدقة لاستضافة كبرى القمم العالمية التي يجتمع فيها العالم من قارات الأرض.
وتحت شعار يعكس التحديات العالمية في عامٍ وصفه ولي العهد رئيس مجلس الوزراء رئيس مجلس إدارة الهيئة السعودية للبيانات والذكاء الاصطناعي الأمير محمد بن سلمان بأنه «عام استثنائي لاختبار إمكانيات الذكاء الاصطناعي»، أُقيمت النسخة الأولى عام 2020 واستمرت يومين متتاليين، ناقشت خلالها أكثر من 30 جلسة بحضور نحو 60 متحدثا من قادة التقنية والفكر من 20 دولة، مشكّلة بداية للتحول الحقيقي الذي أتاح للمملكة أن تتصدر الحوار الدولي حول الذكاء الاصطناعي في وقتٍ كان العالم يعيد تعريف أساليب الحياة والعمل والتعليم.
وجاءت النسخة الثانية عام 2022 لتكمل الدور العالمي للمملكة، إذ جمعت أكثر من 200 متحدث من 100 دولة، وسط حضور تجاوز 10 آلاف مشارك، وتم خلالها توقيع أكثر من 40 اتفاقية ومذكرة تفاهم، وإطلاق 10 مبادرات محلية ودولية هدفت إلى تطوير الخدمات الحكومية والخاصة باستخدام الذكاء الاصطناعي، وكان من أبرز مخرجاتها إنشاء المركز الدولي لأبحاث وأخلاقيات الذكاء الاصطناعي في الرياض، الذي أقرته «اليونسكو» لاحقا كمركز دولي من الفئة الثانية تحت رعايتها، ما عزز موقع المملكة كمرجع عالمي للأخلاقيات والحوكمة التقنية.
أما النسخة الثالثة التي انعقدت في سبتمبر 2024 فقد مثلت تتويجا لمسار متصاعد من النجاحات، إذ شارك فيها 456 متحدثا من أكثر من 100 دولة، وبلغ عدد الحضور 30 ألف شخص، إضافة إلى 3.7 مليون متابع افتراضيا، شهدت خلالها القمة تنظيم أكثر من 150 جلسة وورشة وتوقيع 80 اتفاقية ومذكرة تفاهم، و25 إعلانا ومبادرة لتعزيز الاستخدام المسؤول للذكاء الاصطناعي.
وشملت المخرجات النوعية للقمة الثالثة إطلاق أول أولمبياد دولي للذكاء الاصطناعي بمشاركة 25 دولة، والإعلان عن أفضل نموذج لغوي ضخم باللغة العربية «علام»، وميثاق الرياض للذكاء الاصطناعي في العالم الإسلامي، إلى جانب عقد شراكات كبرى مع الأمم المتحدة ومنظمة التعاون الاقتصادي والتنمية في مجالات حوكمة الذكاء الاصطناعي والتقنيات الموثوقة، كما أُعلن خلالها عن مبادرة «سماي» التي مكنت أكثر من مليون سعودي وسعودية في الذكاء الاصطناعي في فترة قياسية، في خطوة ترسخ الاستثمار في الإنسان بوصفه محور التنمية الرقمية.
واليوم ينتظر العالم النسخة الرابعة من القمة العالمية للذكاء الاصطناعي التي تتصدر أجندة الفعاليات الدولية الإستراتيجية في مجال الذكاء الاصطناعي بوصفها حدثا دوليا استثنائيا تأتي في وقت أصبحت تقنيات الذكاء الاصطناعي واستخداماتها حديث المجتمعات الدولية من حكومات ومؤسسات وشركات تقنية وأفراد.
وسيجتمع صناع القرار تحت قبة مركز الملك عبدالعزيز الدولي للمؤتمرات لتبادل الرؤى والنقاشات حول استشراف آفاق مستقبل العالم في أهم القطاعات وأبرز المجالات الحيوية المرتبطة بالذكاء الاصطناعي وأثرها في بناء المجتمعات البشرية ودعم الإنسان الذي يعد محور التنمية.
The Kingdom of Saudi Arabia continues its journey with steady steps towards global leadership in the field of data and artificial intelligence in terms of organization, development, and interaction. Within just 6 years since the establishment of the Saudi Data and Artificial Intelligence Authority (SDAIA), it has transformed into an international destination that contributes to global decision-making related to these advanced technologies, serving humanity based on the objectives of Saudi Vision 2030, which aims to build a knowledge-based and innovative economy, achieving benefits for humanity from these technologies, and enhancing the Kingdom’s global role in supporting the United Nations’ Sustainable Development Goals 2030.
SDAIA is responsible for leading the national file on data and artificial intelligence, particularly in data governance and artificial intelligence, providing data-related capabilities and foresight, and enhancing them with continuous innovation in the field of artificial intelligence, ensuring the Kingdom’s advancement to leadership among information, data, and artificial intelligence-based economies, alongside its efforts to build specialized national expertise and capabilities in the data and artificial intelligence sectors, adopting professional standards, and developing professional metrics, tests, educational and training programs in those fields, and implementing them.
These efforts come within the framework of the continuous and ongoing support that SDAIA receives from the Crown Prince, Prime Minister, and Chairman of the Board of Directors of the Saudi Data and Artificial Intelligence Authority, Prince Mohammed bin Salman, to fulfill its role in the field of data and artificial intelligence and achieve global leadership for the Kingdom in this domain.
In this context, SDAIA has worked on building, operating, and hosting digital government data and cloud systems, in addition to stimulating the growth of the data and artificial intelligence sectors, encouraging innovation and investment in them, and proposing mechanisms to enhance spending efficiency and revenue growth in the data and artificial intelligence sectors.
The global artificial intelligence summits organized by SDAIA in 2020, 2022, and 2024 serve as pivotal milestones that embody the Kingdom’s leading position in shaping the future of artificial intelligence in the world, while simultaneously proving the Kingdom’s excellence in organizing major technical summits similar to those held globally, thus marking a significant launch for a series of major events and activities in the field of data and artificial intelligence that have demonstrated the Kingdom’s early leadership in its remarkable ability to organize and accurately host major global summits where the world gathers from all continents.
Under a slogan that reflects global challenges in a year described by the Crown Prince, Prime Minister, and Chairman of the Board of Directors of the Saudi Data and Artificial Intelligence Authority, Prince Mohammed bin Salman, as “an exceptional year to test the capabilities of artificial intelligence,” the first edition was held in 2020 and lasted for two consecutive days, during which more than 30 sessions were discussed with the presence of about 60 speakers from technology and thought leaders from 20 countries, marking the beginning of a real transformation that allowed the Kingdom to lead the international dialogue on artificial intelligence at a time when the world was redefining ways of life, work, and education.
The second edition in 2022 continued the Kingdom’s global role, gathering more than 200 speakers from 100 countries, with attendance exceeding 10,000 participants. During this edition, more than 40 agreements and memoranda of understanding were signed, and 10 local and international initiatives aimed at developing government and private services using artificial intelligence were launched. Among its most notable outcomes was the establishment of the International Center for Artificial Intelligence Research and Ethics in Riyadh, which was later recognized by UNESCO as a Category 2 International Center under its auspices, enhancing the Kingdom’s position as a global reference for ethics and technical governance.
The third edition, held in September 2024, represented a culmination of a rising trajectory of successes, with 456 speakers from over 100 countries participating and an attendance of 30,000 people, in addition to 3.7 million virtual followers. During this summit, more than 150 sessions and workshops were organized, and 80 agreements and memoranda of understanding were signed, along with 25 announcements and initiatives to promote the responsible use of artificial intelligence.
Among the qualitative outcomes of the third summit was the launch of the first International Olympiad for Artificial Intelligence with the participation of 25 countries, the announcement of the best large language model in Arabic “Alam,” and the Riyadh Charter for Artificial Intelligence in the Islamic World, alongside major partnerships with the United Nations and the Organization for Economic Cooperation and Development in the fields of artificial intelligence governance and reliable technologies. Additionally, the “Smai” initiative was announced, which empowered more than one million Saudi men and women in artificial intelligence in a record time, solidifying investment in people as the core of digital development.
Today, the world awaits the fourth edition of the Global Artificial Intelligence Summit, which tops the agenda of strategic international events in the field of artificial intelligence as an exceptional international event occurring at a time when artificial intelligence technologies and their applications are the talk of international communities, including governments, institutions, technology companies, and individuals.
Decision-makers will gather under the dome of the King Abdulaziz International Conference Center to exchange visions and discussions on forecasting the future horizons of the world in the most important sectors and vital areas related to artificial intelligence and its impact on building human societies and supporting humanity, which is the focus of development.
