رسمت لائحة نظام الرياضة الجديد إطاراً رقابياً شاملاً لضبط المخالفات داخل القطاع الرياضي، من خلال تحديد 18 مخالفة تمسّ إجراءات الترخيص، وسلامة المنشآت، والسلوك داخل المنافسات، وآليات التعامل مع الجهات الرقابية. ويأتي ذلك ضمن مواد ولائحة نظام الرياضة الجديد، الذي يُعدّ أكبر إعادة هيكلة تشريعية وتنظيمية يشهدها القطاع منذ تأسيسه، والذي حصلت «عكاظ» على نسخة منه.

المادة الـ66 أوضحت تفاصيل المخالفات التي تشمل أفعالاً تتعلق بممارسة الأنشطة دون ترخيص، أو تشغيل منشآت وفعاليات قبل الحصول على الموافقات اللازمة، إضافة إلى مخالفات سلوكية داخل المنشآت مثل إدخال الأدوات المحظورة، أو إثارة التعصب، أو التسبب بأضرار للمنشأة ومرافقها.

وتشمل المخالفات كذلك الامتناع عن تقديم المعلومات للجهات المختصة، أو تقديم بيانات غير صحيحة، أو إعاقة المنظمين والمفتشين أثناء أداء مهماتهم، إلى جانب الإخلال بالتعليمات الأمنية والسلامة، وعدم الالتزام باللوائح والقرارات التنفيذية.

وفي جانب التفتيش، تمنح اللائحة المفتشين صلاحيات مباشرة للتحقق من التزام المنشآت والأفراد بأحكام النظام، وفحص السجلات، وضبط المخالفات، وإعداد المحاضر الرسمية. كما تُلزم الجهات الرياضية بالتعاون الكامل مع المفتشين وتوفير الوثائق والمعلومات دون تأخير.

ويحدد النظام أن نتائج التفتيش تُعتمد كأساس لإيقاع الجزاءات النظامية، التي تتدرج من الإنذار والغرامة إلى تعليق الترخيص أو سحبه، أو الإغلاق، وذلك وفق حجم المخالفة وتكرارها وتأثيرها على سلامة الأنشطة والمنشآت.

وتعكس هذه المنظومة تنظيماً أكثر صرامة داخل القطاع الرياضي، بعد أن أصبحت المخالفات محددة بوضوح، والتفتيش مبنياً على صلاحيات واسعة، بما يعزز الحوكمة ويرفع مستوى الانضباط داخل المنشآت والفعاليات، وبما يواكب توجهات تطوير الرياضة في المملكة.

The new sports system regulation outlines a comprehensive oversight framework to address violations within the sports sector by identifying 18 offenses related to licensing procedures, facility safety, conduct during competitions, and mechanisms for dealing with regulatory authorities. This is part of the provisions and regulations of the new sports system, which represents the largest legislative and organizational restructuring the sector has seen since its establishment, and of which “Okaz” has obtained a copy.

Article 66 clarifies the details of the violations, which include actions related to practicing activities without a license, or operating facilities and events before obtaining the necessary approvals, in addition to behavioral violations within the facilities such as introducing prohibited items, inciting fanaticism, or causing damage to the facility and its amenities.

The violations also include the refusal to provide information to the relevant authorities, or providing incorrect data, or obstructing organizers and inspectors during the performance of their duties, along with breaching security and safety instructions, and failing to comply with regulations and executive decisions.

In terms of inspection, the regulation grants inspectors direct authority to verify the compliance of facilities and individuals with the provisions of the system, examine records, identify violations, and prepare official reports. It also obligates sports entities to fully cooperate with inspectors and provide documents and information without delay.

The system specifies that inspection results are to be relied upon as the basis for imposing regulatory penalties, which range from warnings and fines to suspending or revoking licenses, or closure, depending on the severity, frequency, and impact of the violation on the safety of activities and facilities.

This system reflects a more stringent organization within the sports sector, as violations have become clearly defined, and inspections are based on broad authorities, enhancing governance and raising the level of discipline within facilities and events, in line with the trends for developing sports in the Kingdom.
