ثمّن أولياء أمور مرضى طيف التوحّد وعدد من الأكاديميين إقرار مجلس الوزراء تشكيل لجنة وزارية دائمة تُعنى بالتنسيق لمواءمة الجهود والخدمات المقدمة لمرضى طيف التوحد، ودراسة التحديات التي تواجه المرضى وأسرهم، وإيجاد الحلول اللازمة لمعالجتها.
قال رئيس جمعية أسر التوحد الأمير سعود بن عبدالعزيز بن فرحان: أسمى آيات الشكر لخادم الحرمين الشريفين وولي العهد، على ما يوليانه من اهتمام ورعاية لكافة أفراد المجتمع بمن فيهم الأشخاص ذوو اضطراب طيف التوحّد، وأثمّن بكل تقديرٍ جزيل وعرفانٍ وفير قرار مجلس الوزراء بتشكيل اللجنة الوزارية، التي تُعنى بالتنسيق والمواءمة المنتظمة للجهود والأعمال والمشروعات والخدمات المقدمة لذوي التوحد وأسرهم في المملكة، وهي خطوة مثالية مُنتظرة ومحورية لبناء استراتيجية وطنية شاملة ومستدامة للتمكين والدعم والإسناد الدائم لأحبابنا ذوي التوحد وأسرهم. وما نشهده من دعم وإمكان غير محدود نتاج لسنوات من العمل والتأثير المشترك بين العاملين والمهتمين في القطاع، ولا شك أنه قرار مهم يجدد تأكيد أن قضايا التوحّد لم تعد تُدار باجتهادات مستقلة وجزئية، إنما برؤية شاملة تنطلق من فهم وإدراك حقيقي للحاجة والتشديد والتأييد على أهمية توحيد المرجعيات وتعزيز التكامل بين الجهات ذات العلاقة، بما يضمن جودة الخدمات وفق أعلى المستويات ومعالجة التحديات بصورة مؤسسية فاعلة ومُرتقية للغايات المنشودة انسجاماً واتساقاً مع مستهدفات رؤية بلادنا الغالية 2030.واختتم الأمير سعود بن عبدالعزيز بن فرحان بقوله: «نحن على وعد برحلة مشتركة من شأنها تحقيق التطوُّر اللازم ومواجهة التحديات في مختلف أشكالها؛ تحقيقاً لواقع أفضل بعون الله وقوته».
خطوة نوعية ومحورية
رئيس مجلس إدارة جمعية الطائف الخيرية لذوي الاحتياجات الخاصة الدكتور سعيد علي الزهراني، أكد أن قرار مجلس الوزراء القاضي بتشكيل لجنة وزارية خطوة نوعية ومحورية نحو توحيد الجهود بين الجهات الحكومية ذات العلاقة، بما يسهم في رفع كفاءة الخدمات المقدمة، وضمان تكاملها واستدامتها، مشيراً إلى أن التنسيق المؤسسي بين مختلف القطاعات يمثّل ركيزة أساسية لتحقيق أثر إيجابي ملموس ينعكس على واقع الخدمات المقدمة لهذه الفئة الغالية.
وأضاف: إن توجيه اللجنة بدراسة التحديات، التي تواجه أفراد طيف التوحّد وأسرهم، والعمل على إيجاد الحلول المناسبة لمعالجتها، يُجسد نهجاً شمولياً يراعي حاجات الأفراد وأسرهم، ويسهم في تخفيف الأعباء عنهم، ودعم دمجهم في المجتمع، وتمكينهم من الاستفادة من الخدمات المتاحة بجودة وكفاءة أعلى، والقرار يتماشى مع مستهدفات رؤية المملكة 2030، التي تولي اهتماماً بالغاً بتمكين الأشخاص ذوي الإعاقة، وتعزيز جودة حياتهم، وتطوير منظومة الخدمات الاجتماعية والصحية. مؤكداً أهمية تعزيز الشراكة بين الجهات الحكومية والقطاع غير الربحي والقطاع الخاص لتحقيق الأهداف المرجوة.
واختتم الدكتور الزهراني تصريحه بتأكيد أن جمعية الطائف الخيرية لذوي الاحتياجات الخاصة ستواصل دورها المجتمعي والإنساني في دعم الأشخاص ذوي الإعاقة، والمساهمة في الجهود الوطنية الرامية إلى الارتقاء بالخدمات المقدمة لأفراد طيف التوحد وأسرهم.
نضج مؤسسي
من جانبها، ثمّنت أستاذ الاضطرابات السلوكية والتوحّد المشارك وعضو مجلس إدارة جمعية الطائف لذوي الاحتياجات الدكتورة شذا شعيل الثبيتي، قرار مجلس الوزراء بتشكيل لجنة وزارية دائمة تُعنى بتنسيق الجهود ومواءمة الخدمات المقدمة للأفراد ذوي اضطراب طيف التوحّد وأسرهم. وقالت إنها خطوة استراتيجية تعكس نضجاً مؤسسياً في التعامل مع قضايا الإعاقة؛ بوصفها أولوية وطنية تتطلب تكاملاً بين القطاعات، لا سيما الصحية والتعليمية والاجتماعية.
وأكدت الثبيتي أن دراسة التحديات بشكل منهجي، والعمل على إيجاد حلول مستدامة لها، يسهم في رفع جودة الخدمات المقدمة للأفراد ذوي اضطراب طيف التوحّد وتعزيز كفاءتها، بما يحقق أثراً إيجابياً مباشراً على حياة الأفراد وأسرهم، مشيرةً إلى أن التوجه يتسق مع مستهدفات رؤية 2030 التي تؤكد تحسين جودة الحياة، وتمكين الأشخاص ذوي الإعاقة، وتعزيز الشمولية والعدالة الاجتماعية. معتبرة أن وجود لجنة وزارية دائمة يضمن الاستمرارية والمتابعة والتقييم، ويعكس التزام الدولة بتطوير سياسات قائمة على الأدلة العلمية، تسهم في تمكين الأفراد ذوي اضطراب طيف التوحد ودمجهم الفاعل في المجتمع بوصفهم جزءاً أصيلاً منه.
تعدد الجهات.. مشكلة
أحمد ضيف الله الغامدي، ولي أمر طفل من ذوي طيف التوحد، عبّر عن تقديره لقرار مجلس الوزراء. مؤكداً أن القرار يُجسد اهتماماً وطنياً صادقاً بمعاناة الأسر وحاجاتها، ويبعث رسالة دعم وطمأنينة لكل ولي أمر.
وقال إن أسر أطفال طيف التوحّد تواجه تحديات متعددة؛ أبرزها تفاوت مستوى الخدمات وتعدد الجهات المقدمة لها. مبيناً أن وجود لجنة وزارية دائمة سيسهم في توحيد المرجعيات، وتعزيز كفاءة التنسيق، والارتقاء بمستوى الخدمات الصحية والتعليمية والتأهيلية، بما يضمن عدالة الوصول إليها وجودتها.
وأوضح أن توجيه اللجنة بدراسة التحديات التي تواجه المرضى وأسرهم، والعمل على إيجاد حلول واقعية لمعالجتها، يمثّل نقلة نوعية تنطلق من فهم حقيقي لحاجات الأسر، وتسهم في تخفيف الأعباء النفسية والاجتماعية والمالية التي تتحملها، وتعزز فرص الدمج المجتمعي والتعليمي لأطفال طيف التوحّد.
Parents of individuals with autism spectrum disorder and several academics praised the Cabinet’s approval to form a permanent ministerial committee dedicated to coordinating efforts and services provided to individuals with autism spectrum disorder, studying the challenges faced by patients and their families, and finding the necessary solutions to address them.
The Chairman of the Autism Families Association, Prince Saud bin Abdulaziz bin Farhan, expressed his deepest gratitude to the Custodian of the Two Holy Mosques and the Crown Prince for their attention and care for all members of society, including individuals with autism spectrum disorder. He highly appreciated the Cabinet’s decision to form the ministerial committee, which is concerned with the regular coordination and alignment of efforts, projects, and services provided to individuals with autism and their families in the Kingdom. This is an ideal and pivotal step towards building a comprehensive and sustainable national strategy for empowerment, support, and ongoing assistance for our beloved individuals with autism and their families. The support and unlimited potential we witness is the result of years of collaborative work and influence among those working in and interested in the sector. There is no doubt that this is an important decision that reaffirms that autism issues are no longer managed through independent and partial efforts, but rather through a comprehensive vision that stems from a real understanding and awareness of the needs, emphasizing the importance of unifying references and enhancing integration among relevant entities, ensuring the quality of services at the highest levels and addressing challenges in an effective and institutional manner that aligns with the desired goals in harmony with the objectives of our beloved country’s Vision 2030. Prince Saud bin Abdulaziz bin Farhan concluded by saying: “We are committed to a shared journey that will achieve the necessary development and face challenges in all their forms; for a better reality, with God’s help and strength.”
A Pivotal and Qualitative Step
The Chairman of the Taif Charity Association for People with Disabilities, Dr. Saeed Ali Al-Zahrani, confirmed that the Cabinet’s decision to form a ministerial committee is a qualitative and pivotal step towards unifying efforts among relevant government entities, which contributes to improving the efficiency of the services provided and ensuring their integration and sustainability. He pointed out that institutional coordination among various sectors represents a fundamental pillar for achieving a tangible positive impact that reflects on the reality of services provided to this precious group.
He added: The committee’s directive to study the challenges faced by individuals with autism spectrum disorder and their families, and to work on finding appropriate solutions to address them, embodies a holistic approach that considers the needs of individuals and their families, contributes to alleviating their burdens, supports their integration into society, and enables them to benefit from available services with higher quality and efficiency. This decision aligns with the objectives of Vision 2030, which places great emphasis on empowering people with disabilities, enhancing their quality of life, and developing the system of social and health services. He emphasized the importance of strengthening partnerships between government entities, the non-profit sector, and the private sector to achieve the desired goals.
Dr. Al-Zahrani concluded his statement by affirming that the Taif Charity Association for People with Disabilities will continue its community and humanitarian role in supporting individuals with disabilities and contributing to national efforts aimed at improving the services provided to individuals with autism spectrum disorder and their families.
Institutional Maturity
For her part, Dr. Shatha Shaiel Al-Thubaiti, an associate professor of behavioral disorders and autism and a member of the Board of Directors of the Taif Association for People with Disabilities, praised the Cabinet’s decision to form a permanent ministerial committee dedicated to coordinating efforts and aligning services provided to individuals with autism spectrum disorder and their families. She stated that this is a strategic step that reflects institutional maturity in dealing with disability issues as a national priority that requires integration among sectors, especially health, education, and social services.
Dr. Al-Thubaiti confirmed that systematically studying challenges and working on finding sustainable solutions contributes to improving the quality of services provided to individuals with autism spectrum disorder and enhancing their efficiency, achieving a direct positive impact on the lives of individuals and their families. She pointed out that this approach aligns with the objectives of Vision 2030, which emphasizes improving quality of life, empowering people with disabilities, and promoting inclusivity and social justice. She considered that the existence of a permanent ministerial committee ensures continuity, follow-up, and evaluation, reflecting the state’s commitment to developing evidence-based policies that contribute to empowering individuals with autism spectrum disorder and their effective integration into society as an integral part of it.
Multiplicity of Entities… A Problem
Ahmed Dhiab Allah Al-Ghamdi, a parent of a child with autism spectrum disorder, expressed his appreciation for the Cabinet’s decision. He affirmed that the decision embodies a sincere national interest in the suffering and needs of families and sends a message of support and reassurance to every parent.
He stated that families of children with autism spectrum disorder face multiple challenges, the most prominent of which is the disparity in the level of services and the multiplicity of entities providing them. He indicated that the existence of a permanent ministerial committee will contribute to unifying references, enhancing coordination efficiency, and improving the level of health, educational, and rehabilitative services, ensuring fairness in access and quality.
He explained that the committee’s directive to study the challenges faced by patients and their families and to work on finding realistic solutions to address them represents a qualitative shift that stems from a true understanding of the needs of families, contributes to alleviating the psychological, social, and financial burdens they bear, and enhances opportunities for community and educational integration for children with autism spectrum disorder.
