اعتدنا كشعوب خليجية في كل عام ألا تنعقد قمة المجلس الأعلى لقادة مجلس التعاون في ظروف عادية، بل في كل عام تشهد منطقتنا تطورات سياسية واقتصادية وعسكرية بالغة الحساسية والتعقيد، وذات علاقة مباشرة بأمننا واستقرارنا ووحدتنا، وهو ما يجعلنا كشعوب وقادة أمام تحديات تتطلب وعياً استثنائياً في التعاطي معها، وشراكة فاعلة في الحد من تداعياتها، ورسم توازنات أكثر حكمة وتفهماً لمجريات الواقع، ومتطلبات المستقبل.
قمة المنامة التي تنعقد اليوم تأتي والمنطقة شهدت خلال العام الحالي مواجهة عسكرية بين إسرائيل وإيران، وحزب الله من جهة أخرى، واليمن في ضربات إسرائيلية متتالية، إلى جانب تداعيات اتفاق وقف إطلاق النار في غزة، والاعتداء على دولة قطر الشقيقة من قبل إسرائيل على قاعدة العديد، وهجمات الحوثيين على المصالح الإستراتيجية في البحر الأحمر، كذلك سقوط نظام بشار الأسد وحكم جديد في سورية، ورئيس منتخب في لبنان، وانتخابات برلمانية في العراق، إضافة إلى الحرب الدائرة في السودان، ووصول إدارة جديدة إلى البيت الأبيض بقيادة الرئيس ترمب وأجنداتها في المنطقة، فضلاً عن تطورات اقتصادية وأمنية لا تقل أهمية عن تلك الأحداث.
هذه التحوّلات المتسارعة في أقل من عام تمنحنا مؤشرات كدول خليجية بأن الوضع لا يزال هشاً وصعباً في منطقتنا، ونحن جزء منها، وبالتالي لم يعد كافياً الاعتماد على الدبلوماسية لاحتواء تلك التحولات وتحقيق مصالحنا منها، ولكن مع تلك الجهود المبذولة سياسياً واقتصادياً من دول مجلس التعاون لتحقيق الأمن والاستقرار في المنطقة؛ أصبح الرهان أكبر على وحدة الجبهة الداخلية الخليجية، وتعزيز الوعي الشعبي بين أبناء الخليج في التعامل مع تلك الأحداث وتداعياتها، والأهم التصدي لمحاولات التأزيم والتشكيك وإثارة الرأي العام من قبل قوى خارجية تجاه مشروع وحدتنا الخليجية ومصيرنا المشترك.
هذا الوعي الشعبي أصبح مطلباً ملحاً ضمن مشروع مواجهة الأزمات الإقليمية في المنطقة، ورصيداً مهماً في دعم القرار السياسي الخليجي، والاصطفاف خلف قياداته التي تعمل لتحقيق مصالحنا وتطلعاتنا المستقبلية، ومن أبرزها ملفات الدفاع الخليجي المشترك، والتكامل الاقتصادي والأمني، واستقرار أسواق الطاقة، إضافة إلى الهوية الثقافية لدول المجلس التي تشكّل قيمة الاعتزاز بالمنظومة الخليجية، ودورها الإنساني والاجتماعي بين أبنائه.
شعوب الخليج هي الحجر الأساس في مهمة الوعي بما جرى وسيجري مستقبلاً في المنطقة، ودورها المحوري مهم في هذه المرحلة، وخصوصاً مع هذا الفضاء السيبراني العابر للحدود، وقدرة وسائله وتطبيقاته ومحتوياته على تهديد هذا الوعي، ومحاولة عزله مع خوارزميات غرف الصدى لتبني أفكار مؤدلجة ومسيّسة تُدار بحسابات وهمية، وأخبار مضللة ومزيفة، وزادها تعقيداً تقنيات الذكاء الاصطناعي، وهو ما يجعلنا نؤكد على أهمية الوعي الشعبي الخليجي جنباً إلى جنب مع قياداته لمواصلة الأمن والاستقرار والتنمية.
As Gulf nations, we have become accustomed to the fact that the Supreme Council Summit of the Gulf Cooperation Council leaders does not convene under normal circumstances each year. Instead, every year our region witnesses highly sensitive and complex political, economic, and military developments that are directly related to our security, stability, and unity. This places us, as peoples and leaders, in front of challenges that require exceptional awareness in dealing with them, and an effective partnership to mitigate their repercussions, while drawing wiser and more understanding balances regarding the realities of the situation and the requirements of the future.
The Manama Summit, which is taking place today, comes at a time when the region has witnessed this year a military confrontation between Israel and Iran, along with Hezbollah on one side, and Yemen facing consecutive Israeli strikes, in addition to the repercussions of the ceasefire agreement in Gaza, and the aggression against our sister state of Qatar by Israel at Al Udeid Air Base, as well as the Houthi attacks on strategic interests in the Red Sea. There is also the fall of Bashar al-Assad’s regime and a new government in Syria, an elected president in Lebanon, parliamentary elections in Iraq, in addition to the ongoing war in Sudan, and the arrival of a new administration in the White House led by President Trump and its agenda in the region, not to mention economic and security developments that are no less important than these events.
These rapid transformations in less than a year give us, as Gulf states, indicators that the situation remains fragile and difficult in our region, of which we are a part. Therefore, it is no longer sufficient to rely solely on diplomacy to contain these transformations and achieve our interests from them. However, with the political and economic efforts exerted by the Gulf Cooperation Council states to achieve security and stability in the region, the stakes have become higher on the unity of the Gulf internal front, and enhancing public awareness among Gulf citizens in dealing with these events and their repercussions. Most importantly, we must confront attempts to escalate tensions, sow doubt, and stir public opinion by external forces regarding our Gulf unity project and our shared destiny.
This public awareness has become an urgent necessity within the framework of confronting regional crises in the area, and an important asset in supporting the Gulf political decision, and rallying behind its leadership that works to achieve our interests and future aspirations. Among the most prominent issues are the files of joint Gulf defense, economic and security integration, stability of energy markets, in addition to the cultural identity of the member states that constitutes a source of pride in the Gulf system, and its humanitarian and social role among its people.
The peoples of the Gulf are the cornerstone in the mission of awareness regarding what has happened and what will happen in the region in the future. Their pivotal role is significant at this stage, especially with this cross-border cyberspace, and the ability of its tools, applications, and content to threaten this awareness, attempting to isolate it with the algorithms of echo chambers to adopt politicized and ideologized ideas managed by fictitious calculations, along with misleading and fake news. The complexity is further increased by artificial intelligence technologies, which makes it imperative to emphasize the importance of Gulf public awareness alongside its leadership to continue ensuring security, stability, and development.
