مجلس الوزراء: لا كيانات موازية في الصومال ولا تراجع عن الحقوق الفلسطينية – أخبار السعودية – كورا نيو
رأس خادم الحرمين الشريفين الملك سلمان بن عبدالعزيز آل سعود، الجلسة التي عقدها مجلس الوزراء اليوم في الرياض.
واطّلع المجلس خلال الجلسة على مجمل المشاورات والمحادثات التي جرت في الأيام الماضية بين المملكة العربية السعودية وعدد من الدول حول تطورات الأحداث ومجرياتها في المنطقة، والجهود المبذولة لإرساء دعائم الأمن والسلم إقليميًا، ودعم مسارات العمل الدولي متعدد الأطراف الذي يخدم التنمية والاستقرار، ويعزز المواجهة الجماعية للتحديات المشتركة.
وجدّد مجلس الوزراء في هذا السياق التأكيد على محورية القضية الفلسطينية، ومساندة المملكة جميع المساعي الرامية إلى تحقيق وقف إطلاق النار في قطاع غزة؛ وصولًا إلى تمكين الشعب الفلسطيني الشقيق من حقه في تقرير مصيره وإقامة دولته المستقلة على حدود عام 1967م وعاصمتها القدس الشرقية.
وأوضح وزير الإعلام سلمان بن يوسف الدوسري، في بيانه لوكالة الأنباء السعودية عقب الجلسة، أن المجلس أعرب عن دعمه مخرجات الاجتماع الاستثنائي لوزراء خارجية الدول الأعضاء في منظمة التعاون الإسلامي حول الوضع بالصومال الذي عقد في مدينة جدة، مشددًا على رفض المملكة العربية السعودية أي محاولات فرض كيانات موازية تتعارض مع وحدة الصومال وسلامة أراضيه، وأي تقسيم أو مساس بسيادته.
تعزيز التعاون الدفاعي الإقليمي
وأشاد مجلس الوزراء بنجاح التمرين العسكري المشترك (درع الخليج 2026) الذي أقيم في المملكة العربية السعودية بمشاركة القوات الجوية وقوات الدفاع الجوي بدول مجلس التعاون لدول الخليج العربية، والقيادة العسكرية الموحدة، ضمن جهود تعزيز التعاون الدفاعي الإقليمي ورفع مستوى الاستعداد والجاهزية العسكرية.
واستعرض المجلس مضامين الفعاليات الاقتصادية التي استضافتها المملكة، منوهًا في هذا الإطار بنتائج المنتدى الوزاري السعودي الياباني للاستثمار، وملتقى الأعمال والاستثمار السعودي الكندي، اللذين شهدا توقيع العديد من مذكرات التفاهم في مجالات الفضاء والاتصالات وتقنية المعلومات والأمن السيبراني والتعليم والمالية والمياه والزراعة والتصنيع.
قرارات:
واطّلع المجلس على الموضوعات المدرجة على جدول أعماله، من بينها موضوعات اشترك مجلس الشورى في دراستها، كما اطّلع على ما انـتهى إليه كل من مجلسي الشؤون السياسية والأمنية، والشؤون الاقتصادية والتنمية، واللجنة العامة لمجلس الوزراء، وهيئة الخبراء بمجلس الوزراء في شأنها، وقد انتهى المجلس إلى ما يلي:
– الموافقة على مشروع مذكرة تفاهم بين وزارة خارجية المملكة العربية السعودية ووزارة الشؤون الخارجية والتجارة والتنمية الكندية بشأن المشاورات السياسية الثنائية.
-الموافقة على مشروع مذكرة تفاهم بين وزارة البيئة والمياه والزراعة في المملكة العربية السعودية ووزارة الزراعة والتنمية الريفية في جمهورية بولندا في المجالات الزراعية.
– الموافقة على مشروعي مذكرتي تفاهم للتعاون بين حكومة المملكة العربية السعودية ممثلة في وزارة البلديات والإسكان وحكومة الكويت ممثلة في المؤسسة العامة للرعاية السكنية.
– الموافقة على مشروع مذكرة تفاهم للتعاون في مجال شؤون الخدمة المدنية والتنمية الإدارية بين حكومة المملكة العربية السعودية وحكومة دولة الكويت.
– تفويض وزير الصحة رئيس مجلس إدارة هيئة الصحة العامة -أو من ينيبه- بالتباحث مع الجانب السنغافوري في شأن مشروع مذكرة تفاهم بين هيئة الصحة العامة في المملكة العربية السعودية ووكالة الأمراض المعدية في جمهورية سنغافورة للتعاون في مجالات الوقاية من الأمراض المعدية، والتوقيع عليه.
– الموافقة على مشروع مذكرة تفاهم بين الهيئة العامة للإحصاء في المملكة العربية السعودية والمركز الوطني للإحصاء والمعلومات في سلطنة عُمان للتعاون في مجال الإحصاء.
– الموافقة على انضمام المملكة العربية السعودية إلى اتفاقية مكة المكرمة للدول الأعضاء في منظمة التعاون الإسلامي للتعاون في مجال إنفاذ قوانين مكافحة الفساد.
– الموافقة على مشروع مذكرة تفاهم للتعاون في مجال تعزيز النزاهة والشفافية ومنع ومكافحة الفساد بين هيئة الرقابة ومكافحة الفساد في المملكة العربية السعودية وهيئة الرقابة الإدارية والشفافية في دولة قطر.
– الموافقة على عدم سريان أحد المتطلبات الواردة في نظام الامتياز التجاري على بعض مانحي وأصحاب الامتيازات التجارية، وفق عدد من المعايير الواردة في القرار.
– تجديد عضوية الدكتور/ صالح بن إسماعيل القيسي، والمهندس/ مازن بن أحمد خياط، وتعيين الدكتور/ بدر بن عبده حكمي عضوًا؛ في مجلس إدارة هيئة المساحة الجيولوجية السعودية.
– اعتماد الحسابات الختامية لهيئة الحكومة الرقمية، وهيئة المحتوى المحلي والمشتريات الحكومية، والمركز الوطني لتنمية القطاع غير الربحي، لعام مالي سابق.
– التوجيه بما يلزم بشأن عدد من الموضوعات المدرجة على جدول أعمال مجلس الوزراء، من بينها تقارير سنوية لوزارات (الاستثمار، والحج والعمرة، والصحة) وهيئة الترفيه، والهيئة العامة للمعارض والمؤتمرات، والهيئة العامة للعناية بشؤون المسجد الحرام والمسجد النبوي، وصندوق التعليم العالي الجامعي، والمركز السعودي للشراكات الإستراتيجية الدولية، ومجمع الملك عبدالعزيز للمكتبات الوقفية، والمكتبين الإستراتيجيين لتطوير منطقتي جازان والباحة.
ترقيات
– الموافقة على ترقية أحمد بن علي بن محمد الغامدي إلى وظيفة (مستشار جيولوجي) بالمرتبة (الرابعة عشرة)، وترقية فهد بن معيض بن مقبل العنزي إلى وظيفة (مدير فرع) بالمرتبة (الرابعة عشرة)، في وزارة البيئة والمياه والزراعة.

5- الموافقة على انضمام السعودية لاتفاقية مكة المكرمة للدول الأعضاء في منظمة التعاون الإسلامي للتعاون في مجال إنفاذ قوانين مكافحة الفساد، ومذكرات تفاهم مع كندا، قطر، الكويت، سلطنة عمان، سنغافورة بمجالات المشاورات السياسية، تعزيز النزاهة والشفافية ومنع ومكافحة الفساد، والخدمة المدنية والتنمية الإدارية، والإحصاء، والوقاية من الأمراض المعدية.
The Custodian of the Two Holy Mosques King Salman bin Abdulaziz Al Saud chaired the session held by the Council of Ministers today in Riyadh.
During the session, the council reviewed the overall consultations and discussions that took place in the past days between the Kingdom of Saudi Arabia and several countries regarding the developments and events in the region, as well as the efforts made to establish the foundations of security and peace regionally, and to support the paths of multilateral international work that serves development and stability, and enhances collective confrontation of common challenges.
The Council of Ministers reiterated, in this context, the centrality of the Palestinian issue and the Kingdom’s support for all efforts aimed at achieving a ceasefire in the Gaza Strip; leading to enabling the Palestinian people to exercise their right to self-determination and establish their independent state on the borders of 1967, with East Jerusalem as its capital.
Minister of Media Salman bin Yusuf Al-Dosari, in his statement to the Saudi Press Agency following the session, indicated that the council expressed its support for the outcomes of the extraordinary meeting of the foreign ministers of the member states of the Organization of Islamic Cooperation regarding the situation in Somalia, which was held in Jeddah, emphasizing the Kingdom of Saudi Arabia’s rejection of any attempts to impose parallel entities that contradict the unity of Somalia and its territorial integrity, and any division or infringement on its sovereignty.
Enhancing Regional Defense Cooperation
The Council of Ministers praised the success of the joint military exercise (Gulf Shield 2026) held in the Kingdom of Saudi Arabia with the participation of the air forces and air defense forces of the Gulf Cooperation Council countries, and the unified military command, as part of efforts to enhance regional defense cooperation and raise the level of military preparedness and readiness.
The council reviewed the contents of the economic events hosted by the Kingdom, noting in this context the results of the Saudi-Japanese Ministerial Investment Forum and the Saudi-Canadian Business and Investment Forum, which witnessed the signing of many memoranda of understanding in the fields of space, communications, information technology, cybersecurity, education, finance, water, agriculture, and manufacturing.
Decisions:
The council reviewed the topics listed on its agenda, including topics studied by the Shura Council, and was informed of the conclusions reached by both the Political and Security Affairs Council and the Economic and Development Affairs Council, as well as the General Committee of the Council of Ministers and the Experts Committee of the Council of Ministers regarding them. The council concluded the following:
– Approval of a draft memorandum of understanding between the Ministry of Foreign Affairs of the Kingdom of Saudi Arabia and the Ministry of Foreign Affairs, Trade and Development of Canada regarding bilateral political consultations.
– Approval of a draft memorandum of understanding between the Ministry of Environment, Water and Agriculture in the Kingdom of Saudi Arabia and the Ministry of Agriculture and Rural Development in the Republic of Poland in agricultural fields.
– Approval of two draft memoranda of understanding for cooperation between the Government of the Kingdom of Saudi Arabia, represented by the Ministry of Municipal and Rural Affairs, and the Government of Kuwait, represented by the Public Authority for Housing Welfare.
– Approval of a draft memorandum of understanding for cooperation in civil service affairs and administrative development between the Government of the Kingdom of Saudi Arabia and the Government of the State of Kuwait.
– Authorizing the Minister of Health, Chairman of the Board of Directors of the Public Health Authority – or his representative – to negotiate with the Singaporean side regarding a draft memorandum of understanding between the Public Health Authority in the Kingdom of Saudi Arabia and the Infectious Diseases Agency in the Republic of Singapore for cooperation in the fields of infectious disease prevention and to sign it.
– Approval of a draft memorandum of understanding between the General Authority for Statistics in the Kingdom of Saudi Arabia and the National Center for Statistics and Information in the Sultanate of Oman for cooperation in the field of statistics.
– Approval of the Kingdom of Saudi Arabia’s accession to the Makkah Agreement for member states of the Organization of Islamic Cooperation for cooperation in the field of enforcing anti-corruption laws.
– Approval of a draft memorandum of understanding for cooperation in promoting integrity and transparency and preventing and combating corruption between the Saudi Authority for Anti-Corruption and the Administrative Control and Transparency Authority in the State of Qatar.
– Approval of the non-application of one of the requirements stated in the commercial franchise system on some franchisors and franchise owners, according to a number of criteria mentioned in the decision.
– Renewing the membership of Dr. Saleh bin Ismail Al-Qaisi, Engineer Mazen bin Ahmed Khayyat, and appointing Dr. Badr bin Abduh Hakami as a member of the Board of Directors of the Saudi Geological Survey.
– Approving the final accounts of the Digital Government Authority, the Local Content and Government Procurement Authority, and the National Center for the Development of the Non-Profit Sector for a previous financial year.
– Directing what is necessary regarding a number of topics listed on the agenda of the Council of Ministers, including annual reports for the ministries of (Investment, Hajj and Umrah, Health) and the General Authority for Entertainment, the General Authority for Exhibitions and Conferences, the General Authority for the Care of the Two Holy Mosques, the Higher Education Fund, the Saudi Center for International Strategic Partnerships, the King Abdulaziz Complex for Endowment Libraries, and the strategic offices for the development of the Jazan and Al-Baha regions.

– Approval of the promotion of Ahmed bin Ali bin Muhammad Al-Ghamdi to the position of (Geological Advisor) at the (14th) rank, and the promotion of Fahd bin Mu’id bin Muqbil Al-Anzi to the position of (Branch Manager) at the (14th) rank, in the Ministry of Environment, Water and Agriculture.
