إن التحقيقات التي تباشرها لجنة الامتثال بشأن «البنر» الذي رُفع من مجهولين في مباراة الاتحاد والأهلي، أعادت إلى ذاكرتي مواقف وقرارات اتخذتها إدارات سابقة في الاتحاد السعودي لكرة القدم ولجانه في سنوات مضت، لم يلتزم الاتحاد الحالي بتطبيقها أو البناء عليها. وقد وردت تلك القرارات في بيانات رسمية أكدت رفضاً شديداً لتجاوزات جماهير الأندية، ودعمت عقوبات نصّت عليها تلك البيانات في حال عدم امتثال الأندية لها وتنفيذها. وإن صحّ وصف هذا التعبير بـ«التجاهل أو التغافل»، فإن تجاهل الرجوع لتلك القرارات يطرح جملة من التساؤلات الجوهرية، وهي كما يلي:

– أولاً: واقعة رفع الأعلام السوداء عام 2005، حينما أصدر الاتحاد السعودي لكرة القدم بياناً عبّر فيه عن رفضه واستنكاره الشديد لقيام جماهير النادي الأهلي برفع الأعلام السوداء في مباراته أمام نادي البنزرتي التونسي، وذلك احتجاجاً على التحكيم في نهائي الاتحاد والأهلي. وجاء في جزء من نص ذلك البيان (لمؤسف أن الأمر وصل إلى درجة توزيع أعلام سوداء بمقاسات كبيرة وأحجام واحدة، ومن الواضح أنها وُزّعت بكميات كبيرة مع توجيه برفعها في المدرجات أثناء المباراة. وقد كان منظر ذلك السواد قبل بداية المباراة سيئاً جداً وسلبياً للغاية، وخاصة أنه يحدث لأول مرة في الملاعب الرياضية داخل وخارج المملكة، وهذا الأمر يتنافى مع عاداتنا وتقاليدنا ويعدّ دخيلاً ولن يُسمح بمثل هذه الأمور إطلاقاً. وقد كان لحكمة وحسن تصرف الجهات المختصة دورٌ إيجابي في انتزاع تلك الأعلام السوداء ومنع ظهورها قبل بداية النقل التلفزيوني)، وبذلك تُعدّ هذه الحادثة سابقة خطيرة كان جمهور النادي الأهلي أول من قام بها في حينه.

– ثانياً: تجاهل السلوكيات المماثلة لاحقاً

وعند تتبع حالات مشابهة صدرت من رابطة جماهير الأهلي الحالية- من ألفاظ ولافتات غير لائقة «تلميحاً وتصريحاً»- لاحظنا أن اتحاد الكرة الحالي لم يُولِها الاهتمام المطلوب، ولم يتخذ بشأنها أي إجراء مما دفع بجمهور نادي الاتحاد إلى التعامل بالمثل. وهنا يُطرح السؤال الجوهري.. لماذا لم يتخذ الاتحاد، عبر مجلسه الموقر أو لجانه الانضباطية، أي قرار تأديبي تجاه تكرار السلوك ذاته من الجماهير نفسها، وإن اختلفت أساليبه وآلية تنفيذه، طالما أن هناك سابقة قائمة لا يمكن تجاهلها؟

-ثالثاً: في عام 2017 أصدر الاتحاد السعودي لكرة القدم قراراً يمنع استخدام لقب «الملكي» بكافة صوره، سواء عبر اللافتات في الملاعب أو عبر مواقع الأندية وتطبيقاتها، مع التشديد على إدارات الأندية بالالتزام بتنفيذه، وإلا فإن العقوبات ستطال النادي المخالف، ورغم ذلك مازالت جماهير النادي الأهلي ترفع لافتات هذا اللقب في ملعب الجوهرة حتى اليوم، دون اتخاذ أي عقوبة من لجان الاتحاد حيال هذا المخالفات، برغم وضوح القرار وصدوره من اتحاد سابق، مما جرأ بعض الإعلاميين ومعلقي المباريات إلى عدم الاكتراث بذلك القرار.

– رابعاً: هل الاتحاد الحالي ملزم بقرارات الاتحادات السابقة؟ (من المنظور القانوني) الإجابة القانونية نعم، ملزم، فالقرارات الصادرة من مجلس إدارة الاتحاد «متى صدرت وفق النظام الأساسي ولوائح الاتحاد» ترتبط بالكيان الاعتباري للاتحاد، لا بالأشخاص الذين يديرونه. وبمجرد صدور القرار يكتسب قوة نظامية تُلزِم جميع الأندية والأطراف ذات العلاقة، بغضّ النظر عن تغيّر الإدارات أو الأشخاص.

خامساً: مثال على قرارات لجنة التوثيق

ما صدر مؤخراً عن لجنة التوثيق من قرارات يُعدّ ملزماً كذلك لمجالس الاتحادات القادمة. فلا يجوز لأي إعلامي أو مسؤول في نادٍ أن يخالف ما وثّقته اللجنة أو يحرّفه أو يعبث بالحقائق التاريخية. إلا أننا لاحظنا بعد صدور تلك القرارات أن بعض الإعلاميين ومن يدّعون معرفتهم بتاريخ الأندية ما زالوا يبالغون ويخالفون ما تم توثيقه، دون خوف من عقوبات، وربما كان سكوت الاتحاد عن هذه التجاوزات أحد أسباب استمرارها.

– سادساً: حتى لا يُساء فهم رأيي، لست ضد أي قرار تتخذه اللجنة المختصة تجاه من خالفوا الأنظمة وسمحوا بدخول البنر إلى مدرجات جمهور الأهلي ورفعوه. بل على العكس، أنا مع أي عقوبة نظامية تصدر بحق المخالفين، أياً كانت هويتهم وميولهم الكروي، وبحق من سهلوا إدخال هذا البنر سواء من موظفي الملعب أو الشركة المنظمة التابعة لنادي الاتحاد، فالموضوع أنظر إليه من منظور أمني بحت، ويحمل خطورة بالغة إذا لم تُفرض عقوبات صارمة تمنع تكراره.

– خلاصة القول.. هل ستظل قرارات الاتحاد السعودي لكرة القدم «حبراً على ورق» حتى إشعار آخر؟ الإجابة عند رئيس الاتحاد الأستاذ ياسر المسحل، وأعضاء مجلس إدارته، واللجنة الانضباطية المعنية.

The investigations being conducted by the Compliance Committee regarding the “banner” raised by unknown individuals during the match between Al-Ittihad and Al-Ahli have brought to my mind the stances and decisions made by previous administrations in the Saudi Arabian Football Federation and its committees in past years, which the current federation has not adhered to or built upon. These decisions were included in official statements that strongly rejected the excesses of club fans and supported penalties stipulated in those statements in case the clubs did not comply with them and implement them. If this expression can be described as “neglect or disregard,” then ignoring the reference to those decisions raises a series of fundamental questions, which are as follows:

– First: The incident of raising black flags in 2005, when the Saudi Arabian Football Federation issued a statement expressing its strong rejection and condemnation of Al-Ahli fans raising black flags during their match against the Tunisian club Banzart, as a protest against the refereeing in the final match between Al-Ittihad and Al-Ahli. Part of that statement read (It is regrettable that the matter reached the level of distributing large-sized black flags in uniform dimensions, and it is clear that they were distributed in large quantities with instructions to raise them in the stands during the match. The sight of that blackness before the start of the match was very bad and extremely negative, especially since it was happening for the first time in sports fields inside and outside the Kingdom, and this matter contradicts our customs and traditions and is considered an intrusion that will not be allowed at all. The wisdom and good conduct of the relevant authorities played a positive role in removing those black flags and preventing their appearance before the start of the television broadcast), thus this incident is considered a serious precedent that the Al-Ahli fans were the first to commit at that time.

– Second: The disregard for similar behaviors later

When tracking similar cases that have emerged from the current Al-Ahli fan association—through inappropriate words and banners “implicitly and explicitly”—we noticed that the current Football Federation did not give them the attention they required and did not take any action regarding them, which led Al-Ittihad fans to respond in kind. Here arises the fundamental question… Why did the federation, through its esteemed council or disciplinary committees, not take any disciplinary action regarding the repeated behavior of the same fans, even if the methods and mechanisms of implementation differed, as long as there is an existing precedent that cannot be ignored?

– Third: In 2017, the Saudi Arabian Football Federation issued a decision prohibiting the use of the title “The Royal” in all its forms, whether through banners in stadiums or through the clubs’ websites and applications, emphasizing to club administrations the need to comply with its implementation, otherwise penalties would be imposed on the violating club. Nevertheless, Al-Ahli fans continue to raise banners with this title in Al-Jawhara Stadium to this day, without any penalties being imposed by the federation’s committees regarding these violations, despite the clarity of the decision and its issuance from a previous federation, which emboldened some media personnel and match commentators to disregard that decision.

– Fourth: Is the current federation obligated to the decisions of previous federations? (From a legal perspective) The legal answer is yes, it is obligated, as decisions issued by the federation’s board of directors “when issued in accordance with the basic system and the federation’s regulations” are linked to the legal entity of the federation, not to the individuals managing it. Once a decision is issued, it acquires a regulatory force that obliges all clubs and related parties, regardless of changes in administrations or individuals.

Fifth: An example of the decisions of the Documentation Committee

What has recently been issued by the Documentation Committee is also binding on the councils of future federations. No media personnel or club official may violate what the committee has documented or distort it or tamper with historical facts. However, we have noticed that after the issuance of those decisions, some media personnel and those who claim to know the history of the clubs continue to exaggerate and contradict what has been documented, without fear of penalties, and perhaps the federation’s silence on these transgressions is one of the reasons for their continuation.

– Sixth: So that my opinion is not misunderstood, I am not against any decision taken by the competent committee regarding those who violated the regulations and allowed the banner to enter the stands of Al-Ahli fans and raised it. On the contrary, I support any legal penalty issued against the violators, regardless of their identity and football affiliations, and against those who facilitated the entry of this banner, whether from stadium staff or the organizing company affiliated with Al-Ittihad Club, as I view the matter from a purely security perspective, and it carries a significant danger if strict penalties are not imposed to prevent its recurrence.

– In conclusion… Will the decisions of the Saudi Arabian Football Federation remain “ink on paper” until further notice? The answer lies with the federation president, Mr. Yasser Al-Mashel, and the members of its board of directors, and the relevant disciplinary committee.
