يواجه ملاك أراضي مخطط «الهجرة» في جدة، معاناة تمتد لأكثر من 20 عاماً، تتلخص في تأخر إنشاء الخدمات الأساسية مثل الكهرباء، والسفلتة، وشبكات المياه، رغم الاعتماد الرسمي للمخطط من أمانة جدة.
يشكو الملاك لـ«عكاظ»، من غياب الطرق الممهدة، مع انتظار طويل عانوا منه لبناء مساكنهم، فضلاً عن تأخر تطوير المخطط لأكثر من عقدين، ما أشعرهم بالإحباط مع صعوبة الوصول إلى المخطط وعزلة بعض الأجزاء وتأخر فتح الطرق الرئيسية.
غياب البنية التحتية
ملاك الأراضي في مخطط الهجرة – كما يقولون – يعانون من غياب البنية التحتية وافتقار المخطط لخدمات الكهرباء وخدمات المياه وشبكة الجوال والصرف الصحي إلى جانب المصاعب في الوصول إلى المخطط عبر الطرق الترابية التي تغطي كامل المخطط رغم الآمال التي انتعشت منذ عامين، إذ تجري حالياً تحسينات في البنية التحتية، وسفلتة بعض الأجزاء ويأمل الملاك من أمانة جدة زيادة وتيرة العمل في السفلتة والإنارة، وفتح المنافذ لتمكينهم من البناء والسكن.
العمر يمضي في الانتظار!
مخطط الهجرة الذي يقع شمالي محافظة جدة، ظل يراوح مكانه على مدى 20 عاماً، إذ غابت عنه كافة مقومات التطوير التي تشجع على البناء، فالمخطط الذي يبعد عن ملعب الجوهرة وعن الشاطئ البحري للمحافظة مسافة قريبة، ومجاورته لطريق المدينة المنورة، ما زال يعاني من تواضع الخدمات برغم قربه من مناطق مشاريع حيوية تزيد من قيمته ومكانته.
يقول عبدالرحمن الشهري، أحد ملاك الأراضي في مخطط الهجرة لـ «عكاظ»، مضى من عمري أكثر من 18 عاماً وأنا أنتظر تطوير المخطط ووصول الخدمات دون جدوى.
ويضيف الشهري، أن معاناة سكان حي الهجرة مستمرة من أعوام ولا أستطيع تسويق الأرض بسبب انخفاض سعرها، فالناس يحجمون عن الشراء في المخطط على الرغم من السعر المعقول والمتاح للشراء مقارنة بغيره من المخططات المعتمدة. ويشير الشهري إلى أن الهجرة مخطط سكني معتمد إلا أن الوصول إليه متعب، والأسفلت شبه غائب إلا في طرق بسيطة تم البدء في سفلتتها منذ عامين ولم تكتمل حتى الآن، وهو ما يدعوني للتساؤل متى يصل الأسفلت لكامل المخطط، «العمر يمضي وأعتقد أن حلم تأمين منزل لأبنائي يتبخر عاماً بعد عام».
كل شيء.. مثل سير السلحفاة
تتساءل منى البلوي، عن موعد إيصال الخدمات للمخطط، وتشير إلى أنه تم رفع عشرات المخاطبات للجهات الرسمية لتسريع الخدمات للمخطط غير أن كل شيء يسير كالسلحفاة.
وتحمل البلوي، أمانة جدة المسؤولية في إشكالية تأخر الخدمات البلدية مثل المياه والكهرباء والصرف الصحي، «ليس من المعقول أن أنتظر هذه السنوات الطويلة للاستفادة من أرض لبناء منزل العمر».
وتضيف البلوي، أن ما يحدث من تأخر خدمات المخطط لا يتناسب مع تطلعات الملاك ولا نعلم سبب هذا التأخير.
أرض صلبة وهواء نقي
عادل الزهراني يقول: على الرغم من وجود أراضٍ تابعة لوزارة الإسكان بمخططات الهجرة في الجزء (هـ) والجزء (د) بمساحة ٢٣ كيلو متراً مربعاً تقريباً، إلا أنها لم تصبح الداعم الرئيسي لإدخال البنية التحتية والخدمات لمخططات الهجرة، فموقع المخطط إستراتيجي على طريق المدينة ووجوده بين ثول وذهبان وجامعة كاوست وعلى طريق مدينة الملك عبدالله الاقتصادية، ويمتاز المخطط بطبيعة أرضيته الصلبة والجيدة للبناء، والتخطيط ممتاز وبعيد عن الازدحام السكاني والتلوث البيئي ويمتاز بالهواء النقي، وجميع هذ العوامل من المفترض أن تشكل دعماً لتطويره وسرعة إيصال الخدمات إليه حتى يساهم في تفتييت الازدحام عن وسط جدة وشرقها وبعض المناطق غربها.
ويضيف الزهراني مستغرباً: «ليس من المعقول أن أشتري أرضاً ولا أستطيع السكن بسبب عدم وجود الكهرباء أو المياه أو السفلتة»، «أعيش في منزلي وحيدا كأنني وسط الصحراء لذا يحجم الناس عن البناء والسكن هنا حاليا، بعض المنازل قام ملاكها ببنائها ولم يكملوها بسبب عدم وجود الكهرباء وبقية الخدمات».
«عكاظ»، بعثت معاناة ملاك الأراضي في المخطط لأمانة جدة، ولم ترد إيضاحات أو تعليق حتى لحظة إعداد التقرير.

Lack of Infrastructure
Landowners in the Migration scheme, as they say, suffer from the lack of infrastructure and the absence of electricity, water services, mobile network, and sewage systems, along with difficulties in accessing the scheme via dirt roads that cover the entire area, despite the hopes that have revived over the past two years, as improvements in infrastructure and paving of some parts are currently underway. The owners hope that the Jeddah Municipality will increase the pace of work on paving and lighting and open access points to enable them to build and reside.
Time Passes in Waiting!
The Migration scheme, located north of Jeddah Governorate, has remained stagnant for 20 years, lacking all the elements of development that encourage construction. The scheme, which is close to the Jewel Stadium and the coastal beach of the governorate, and adjacent to the Medina Road, still suffers from poor services despite its proximity to vital project areas that enhance its value and status.
Abdulrahman Al-Shahri, one of the landowners in the Migration scheme, tells “Okaz,” “More than 18 years of my life have passed while I wait for the development of the scheme and the arrival of services to no avail.”
Al-Shahri adds that the suffering of the residents of the Migration neighborhood has been ongoing for years, and he cannot market the land due to its low price. People hesitate to buy in the scheme despite the reasonable price available compared to other approved schemes. Al-Shahri points out that the Migration scheme is an approved residential scheme, yet accessing it is exhausting, and asphalt is almost absent except for some simple roads that began paving two years ago and have not yet been completed, which leads me to wonder when the asphalt will reach the entire scheme. “Time passes, and I believe that the dream of securing a home for my children is fading year after year.”
Everything… Moves Like a Tortoise
Mana Al-Balawi wonders when services will be delivered to the scheme, noting that dozens of communications have been sent to official authorities to expedite services for the scheme, but everything moves at a tortoise’s pace.
Al-Balawi holds the Jeddah Municipality responsible for the issue of delayed municipal services such as water, electricity, and sewage. “It is unreasonable for me to wait all these long years to benefit from land to build my dream home.”
Al-Balawi adds that the delays in the scheme’s services do not align with the owners’ aspirations, and we do not know the reason for this delay.
Solid Land and Clean Air
Adel Al-Zahrani says: Despite the existence of lands belonging to the Ministry of Housing in the Migration schemes in parts (E) and (D) covering an area of approximately 23 square kilometers, they have not become the main support for introducing infrastructure and services to the Migration schemes. The location of the scheme is strategic on the Medina Road and is situated between Thuwal and Dhahban and KAUST University, and on the King Abdullah Economic City Road. The scheme features solid and good land for construction, excellent planning, and is far from population congestion and environmental pollution, boasting clean air. All these factors should ideally support its development and expedite the delivery of services to contribute to alleviating congestion in central Jeddah and its eastern areas and some areas to the west.
Al-Zahrani adds, astonished: “It is unreasonable for me to buy land and not be able to live there due to the lack of electricity, water, or paving.” “I live in my house alone as if I am in the middle of the desert, which is why people are hesitant to build and reside here currently. Some homes have been built by their owners but left unfinished due to the lack of electricity and other services.”
“Okaz” has sent the grievances of landowners in the scheme to the Jeddah Municipality, but no clarifications or comments have been received up to the time of preparing this report.
