افتتح وزير التعليم يوسف عبدالله البنيان، أعمال منتدى الاستثمار في التعليم والتدريب 2026 بنسخته الثانية، بحضور محافظ الأحساء الأمير سعود بن طلال بن بدر، والأميرة ريم بنت الوليد بن طلال، ووزير الاستثمار المهندس خالد الفالح، وعدد من القيادات وصناع القرار والمستثمرين والخبراء المحليين والدوليين.
وقال وزير التعليم، في كلمته بحفل الافتتاح: «يحظى قطاع التعليم والتدريب بدعم متواصل من القيادة الرشيدة، وفق مستهدفات برنامج تنمية القدرات البشرية ورؤية السعودية 2030؛ بهدف تحويل قطاع التعليم إلى قطاع اقتصادي ومنصة إنتاج وطني، وربطه بالاستثمار لتعزيز دوره كقطاع اقتصادي واعد ومحرك رئيس للنمو المستدام، من خلال توفير ممكنات تشريعية وتنظيمية وتشغيلية ومالية تعزز مشاركة القطاعين العام والخاص والقطاع غير الربحي؛ تسهم في تحسين الاستثمار في التعليم».
وبين أن هناك نضجاً في البيئة الاستثمارية مما ساهم في جذب الاستثمار الأجنبي والدولي حيث تقدم 199 طلباً للاستثمار في التعليم العام أو الجامعي، مما يعكس القوة التنافسية للسوق السعودي.
12 اتفاقية ومذكرة تفاهم
وشهد الوزير البنيان توقيع 12 اتفاقية ومذكرة تفاهم بين منظومة التعليم والتدريب وعدد من الجهات الحكومية والوطنية والدولية، تشمل مجالات الاستثمار في التعليم، وتطوير البرامج التدريبية، وبناء القدرات، ودعم الابتكار؛ وتهدف إلى تعزيز التعاون بين الجهات الحكومية والمؤسسات التعليمية والقطاع الخاص والجهات التمويلية، ودعم الشراكات الإستراتيجية لتطوير منظومة التعليم والتدريب، ورفع كفاءة المخرجات، وتوسيع فرص الاستثمار في القطاع.
مواءمة المخرجات التعليمية
أكد نائب وزير الرياضة بدر عبدالمحسن القاضي، أن العمل جارٍ من خلال مجلس إدارة المركز الوطني للمناهج، بالتكامل مع وزارة التعليم، على مواءمة المخرجات التعليمية مع حاجات القطاع الرياضي وسوق العمل، إلى جانب برامج تأهيل الكفاءات، ومسار ابتعاث رياضيي النخبة، والاستفادة من المنشآت التعليمية الرياضية التي تستضيف اليوم منافسات رسمية، ضمن استعدادات المملكة لاستضافة كأس آسيا 2027.
توفير 4.5 مليون فرصة تدريب
وأشار مساعد وزير الموارد البشرية والتنمية الاجتماعية للخدمات المشتركة إسماعيل الغامدي، إلى إطلاق 16 مجلساً قطاعياً للمهارات تضم ممثلين من القطاعين العام والخاص، بهدف مواءمة مخرجات التعليم مع متطلبات سوق العمل، كما جرى تطوير أطر المهارات القطاعية، وإعداد قاموس وطني للمهارات من خمسة مستويات، وتصنيف أكثر من 10 آلاف مهارة تغطي نحو 2000 مهنة.
وأضاف أنه تم إطلاق «مسرّعة المهارات» لتدريب 300 ألف سعودي وسعودية عبر 3000 برنامج تدريبي في سبعة قطاعات اقتصادية، إلى جانب برامج الإرشاد المهني التي نُفذت بالشراكة مع وزارة التعليم في الجامعات منذ عام 2022، وفي المدارس منذ عام 2023، واستفاد منها أكثر من 1.5 مليون طالب وطالبة في المدارس، وأكثر من 350 ألف طالب وطالبة في الجامعات.
وأكد استمرار التدريب على رأس العمل من خلال «الحملة الوطنية للتدريب – وعد»، التي تستهدف توفير 4.5 مليون فرصة تدريبية حتى 2028م، إذ جرى تنفيذ أكثر من مليوني فرصة حتى الآن، إضافة إلى دعم الشهادات المهنية الاحترافية، التي بلغ عددها 359 شهادة مدعومة.
تضاعف الاستثمار الأجنبي
بين مساعد وزير الاستثمار عبدالله الدبيخي، أن المملكة شهدت تضاعف تدفقات الاستثمار الأجنبي المباشر بأكثر من أربع مرات، لتصل إلى 119 مليار ريال في 2024م، مقارنة بـ28 مليار ريال في 2017م، كما ارتفع رصيد الاستثمار الأجنبي التراكمي إلى نحو 977 مليار ريال في 2024م.
وأوضح أن هذا النمو جاء نتيجة التحول نحو استقطاب الاستثمارات النوعية، وإطلاق الإستراتيجية الوطنية للاستثمار في 2021م، التي ترتكز على أربع ركائز رئيسة: توليد فرص استثمارية قوية، وزيادة مساهمة فئات المستثمرين، وتنويع خيارات التمويل، وبناء بيئة استثمارية جاذبة وتنافسية.
وأفاد أن الإستراتيجية تضم 40 مبادرة، وتخضع حالياً لعملية تطوير شاملة تمهيداً لإطلاق نسختها الثانية، إلى جانب الإصلاحات التشريعية وتطبيق نظام الاستثمار الجديد، وترسيخ مبدأ المعاملة المتساوية بين المستثمر المحلي والأجنبي، مشيراً إلى إصدار أكثر من 60 ألف رخصة استثمارية، واستقطاب أكثر من 700 مقر إقليمي للشركات العالمية، وتقدم المملكة إلى المرتبة 17 عالمياً في تقرير التنافسية العالمية الصادر عن IMD لعام 2025.
استثمار أكثر من 2000 ملعب تعليمي
ونوه مساعد وزير التعليم للتعليم الخاص والاستثمار إياد القرعاوي، بأن قطاع التعليم والتدريب يُعد من أكثر القطاعات جاذبية للاستثمار، إذ يتجاوز حجم الإنفاق الحكومي عليه 200 مليار ريال سنوياً، ما يشكّل قاعدة قوية للمستثمرين.
وأوضح أن الوزارة تستهدف رفع مشاركة القطاع الخاص في التعليم العام الأهلي من 17% إلى أكثر من 25% بحلول 2030م، مع طموحات أعلى في 2035م.
وذكر أن الوزارة أطلقت «منصة ملعبي» لاستثمار أكثر من 800 ملعب تعليمي، مع خطة للتوسع إلى أكثر من 2000 ملعب خلال السنوات الخمس القادمة، إلى جانب التوسع في استقطاب الجامعات الأجنبية، ونمو الجامعات الخاصة وغير الربحية.
The Minister of Education, Yusuf Abdullah Al-Bunyan, inaugurated the second edition of the Education and Training Investment Forum 2026, in the presence of the Governor of Al-Ahsa, Prince Saud bin Talal bin Badr, Princess Reem bint Al-Waleed bin Talal, Minister of Investment Eng. Khalid Al-Falih, and a number of leaders, decision-makers, investors, and local and international experts.
In his opening speech, the Minister of Education stated: “The education and training sector receives continuous support from the wise leadership, in line with the objectives of the Human Capacity Development Program and Saudi Vision 2030; aiming to transform the education sector into an economic sector and a national production platform, linking it with investment to enhance its role as a promising economic sector and a key driver of sustainable growth, by providing legislative, regulatory, operational, and financial enablers that enhance the participation of the public and private sectors and the non-profit sector; contributing to improving investment in education.”
He indicated that there is maturity in the investment environment, which has contributed to attracting foreign and international investment, as 199 investment requests in general or higher education have been submitted, reflecting the competitive strength of the Saudi market.
12 Agreements and Memorandums of Understanding
Minister Al-Bunyan witnessed the signing of 12 agreements and memorandums of understanding between the education and training system and several governmental, national, and international entities, covering areas of investment in education, developing training programs, building capacities, and supporting innovation; aiming to enhance cooperation between governmental entities, educational institutions, the private sector, and funding bodies, and support strategic partnerships to develop the education and training system, improve output efficiency, and expand investment opportunities in the sector.
Aligning Educational Outputs
Deputy Minister of Sports, Badr Abdul Mohsen Al-Qadi, confirmed that work is underway through the Board of Directors of the National Curriculum Center, in integration with the Ministry of Education, to align educational outputs with the needs of the sports sector and the labor market, alongside programs to qualify competencies, a pathway for the scholarship of elite athletes, and benefiting from educational sports facilities that are currently hosting official competitions, as part of the Kingdom’s preparations to host the AFC Asian Cup 2027.
Providing 4.5 Million Training Opportunities
Assistant Minister of Human Resources and Social Development for Shared Services, Ismail Al-Ghamdi, pointed out the launch of 16 sectoral skill councils that include representatives from the public and private sectors, aiming to align educational outputs with labor market requirements. Sectoral skill frameworks have been developed, a national skills dictionary has been prepared with five levels, and more than 10,000 skills have been classified covering around 2,000 professions.
He added that the “Skills Accelerator” has been launched to train 300,000 Saudi men and women through 3,000 training programs in seven economic sectors, in addition to career guidance programs implemented in partnership with the Ministry of Education at universities since 2022, and in schools since 2023, benefiting more than 1.5 million students in schools and more than 350,000 students in universities.
He confirmed the continuation of on-the-job training through the “National Training Campaign – Waad,” which aims to provide 4.5 million training opportunities by 2028, as more than two million opportunities have been implemented so far, in addition to supporting professional certification programs, which have reached 359 supported certificates.
Doubling Foreign Investment
Assistant Minister of Investment, Abdullah Al-Dubaihi, stated that the Kingdom has witnessed a quadrupling of foreign direct investment flows, reaching 119 billion riyals in 2024, compared to 28 billion riyals in 2017. The cumulative foreign investment balance has also risen to about 977 billion riyals in 2024.
He explained that this growth is the result of the shift towards attracting quality investments and the launch of the National Investment Strategy in 2021, which is based on four main pillars: generating strong investment opportunities, increasing the contribution of investor categories, diversifying financing options, and building an attractive and competitive investment environment.
He noted that the strategy includes 40 initiatives and is currently undergoing a comprehensive development process in preparation for the launch of its second version, along with legislative reforms and the implementation of the new investment system, establishing the principle of equal treatment between local and foreign investors, pointing out that more than 60,000 investment licenses have been issued, and more than 700 regional headquarters for global companies have been attracted, with the Kingdom advancing to the 17th position globally in the Global Competitiveness Report issued by IMD for 2025.
Investing in More Than 2,000 Educational Playgrounds
Assistant Minister of Education for Private Education and Investment, Iyad Al-Qur’awi, noted that the education and training sector is one of the most attractive sectors for investment, with government spending exceeding 200 billion riyals annually, which forms a strong base for investors.
He explained that the ministry aims to raise the participation of the private sector in public education from 17% to more than 25% by 2030, with higher aspirations for 2035.
He mentioned that the ministry has launched the “My Playground” platform to invest in more than 800 educational playgrounds, with a plan to expand to more than 2,000 playgrounds over the next five years, in addition to expanding the attraction of foreign universities and the growth of private and non-profit universities.
