العلاقات بين البلدين عمق إستراتيجي مترسّخ
أكد سفير جمهورية فرنسا لدى المملكة باتريك ميزوناف أن المجتمع السعودي مضياف يتوق للتعلّم ومتمسّك بقيَمه، ولديه الرغبة في التعاون. وقال في حوار مع «عكاظ»، إن فرنسا تعد من بين أكبر المستثمرين الأجانب في السعودية مع نحو 200 شركة فرنسية موجودة في المملكة توظّف نحو 15000 شخص، لافتاً إلى وجود الشركات الفرنسية في القطاعات الرئيسية لرؤية 2030 كالطاقة والتخطيط، البناء، النقل، الأمن والدفاع، إدارة المياه والبيئة، السياحة والفنادق وإدارة الفعاليات الكبرى. وفيما يلي نص الحوار:
ثقة واحترام متبادل
• تربط بين السعودية وفرنسا علاقات قوية وراسخة، كيف تصفها اليوم؟
•• تتميّز العلاقات بين البلدين اليوم بوتيرة ملحوظة وعمق إستراتيجي مترسّخ، وبفضل جهود القيادات السياسية في بلدينا، شهدت العلاقات تطوّراً كبيراً على الصعيد السياسي، والاقتصادي، والثقافي، والإنساني. رؤيتنا مشتركة لعالم متعدّد الأقطاب يقوم على الأمن والاستقرار والحوار، وتتميّز علاقاتنا بالثقة والاحترام المتبادل والرغبة في العمل معاً لمواجهة التحديات الكبرى المعاصرة، على غرار المبادرة التي اتخذتها المملكة وفرنسا أخيراً بشأن القضية الفلسطينية.
شراكة طويلة الأمد
• ما المجالات الرئيسية للتعاون بين البلدين في السنوات الأخيرة؟
•• التعاون الاقتصادي نموذجي، وتُعدّ فرنسا من بين أكبر المستثمرين الأجانب في السعودية مع نحو 200 شركة فرنسية موجودة في المملكة، توظف نحو 15000 شخص، كما توجد شركاتنا في القطاعات الرئيسية لرؤية 2030: الطاقة والتخطيط، البناء، النقل، الأمن والدفاع، إدارة المياه والبيئة، السياحة والفنادق وإدارة الفعاليات الكبرى. إنها شراكة حقيقية طويلة الأمد، تقوم على التكنولوجيا، والمعرفة، والخبرة والثقة. وتدعم فرنسا التحوّل الاقتصادي والاجتماعي الذي تشهده المملكة، وهي على ثقة أن خبرتها أساسية في هذه الديناميكية الرائعة.
فعاليات وأنشطة ثقافية
• ما أهم الفعاليات والأنشطة الثقافية والاجتماعية التي تنظمها السفارة الفرنسية في الرياض للتعريف بالثقافة الفرنسية؟
•• الثقافة في صميم الشراكة الفرنسية-السعودية. منذ توقيع الاتفاقية الحكومية الدولية في 2018، برز تعاوننا الثقافي بصورة خاصة في العُلا، وساهم التعاون بين الهيئة الملكية لمحافظة العُلا والوكالة الفرنسية لتطوير العُلا في تعزيز هذا التراث الأثري الاستثنائي، وإقامة علاقات وثيقة مع مؤسساتنا الثقافية Grand palais، مركز بومبيدو، وغيرها. وفي هذا الإطار افتتحنا أخيرا فيلا الحجر، وهي حاضنة فرنسية-سعودية استثنائية في العلا، من شأنها أن تصبح مساحة للإبداع المشترك والإقامة للفنانين من البلدين.
ويسعدني أيضاً أن أعلن أن المعهد الفرنسي في المملكة الذي تم إنشاؤه أخيراً، سينظم في شهرَي يناير وفبراير القادمين «المصنع الثقافي الفرنسي-السعودي» على هامش بينالي الفنون المعاصرة في الدرعية، ستكون هذه خطوة مهمة في تعاوننا الثقافي. وسيقدم هذا المعهد، بالشراكة مع الهيئة الملكية لمدينة الرياض والعديد من الجهات الفاعلة الثقافية السعودية والفرنسية، برنامجاً جديداً وطموحاً يجمع الفنانين والمثقفين والجمهور حول مشاريع مشتركة. وأؤكد لكم أنه سيكون مفاجأة سارة، تعكس حيوية الحوار بين بلدينا.
سلام وتسامح وانفتاح
• زرتم أخيراً العديد من مدن السعودية، ما انطباعاتكم؟
•• كل زيارة عبر المملكة هي مصدر إلهام، والتحوّل الذي تشهده المملكة العربية السعودية مذهل، مع احترام تقاليدها وانفتاحها الحقيقي على العالم.
لقد زرت أخيراً مدينة جدة مرة أخرى، هذه المدينة التي تتميّز بديناميكية مذهلة. وحضورنا فيها قديم جداً، مع وجود القنصلية منذ 1839، والمدرسة الفرنسية الدولية، والمركز الفرنسي في حي جميل، هذه المساحة الثقافية الاستثنائية، إضافة إلى جالية فرنسية ديناميكية. كما زرت المدينة المنورة، مدينة الثقافة والتاريخ والروحانية. إنها مدينة عالمية تستقبل المسلمين من جميع أنحاء العالم، وتحمل رسالة السلام والتسامح والانفتاح. وبالطبع، العُلا، جوهرة الآثار والتاريخ. هذا الموقع الفريد من نوعه في العالم، إذ يلتقي التاريخ والجمال الطبيعي، ويتجلى التعاون الفرنسي-السعودي من خلال الحفاظ على هذا التراث العالمي واكتشافه وتسليط الضوء عليه. تشهد هذه المدن التي زرتها طاقة وطموحاً وإبداعاً، وتبعثُ رغبة في المضي قدما والابتكار وبناء مستقبل يرقى إلى مستوى رؤية 2030.
علاقات البلدين تغذيها المشاعر
• ما الذي لفت انتباهكم بشكل خاص خلال هذه الرحلات؟
•• بكل تأكيد شباب هذا البلد وتفاؤله وتوقه للتعلم والاكتشاف، وكذلك إعجاب السعوديات والسعوديين بفرنسا. فالكثير منهم يعرفون بلدنا، وقد درسوا فيه أو سافروا إليه أو يعودون إليه بانتظام، فالعلاقات بين البلدين تغذيها أيضاً المشاعر والتجارب والذكريات.
• كيف تنظرون إلى المجتمع السعودي منذ استلام مهماتكم كسفير فرنسا إلى المملكة؟
•• اكتشفت مجتمعاً مضيافاً، يتوق للتعلم ومتمسّك بقيَمه. السعوديون الذين ألتقي بهم ملتزمون بالتحوّل الذي تشهده المملكة وراغبون بالتعاون، ويسعدني أن فرنسا هي أحد الشركاء الرئيسيين في هذا التعاون، وتعد أوجه التقارب بيننا ميزة ثمينة لمستقبل علاقتنا الثنائية.
The relations between the two countries are a deep-rooted strategic depth
French Ambassador to the Kingdom, Patrick Maisonnave, confirmed that Saudi society is hospitable, eager to learn, and committed to its values, and has a desire for cooperation. In an interview with “Okaz,” he stated that France is among the largest foreign investors in Saudi Arabia, with about 200 French companies operating in the Kingdom employing around 15,000 people, noting the presence of French companies in the main sectors of Vision 2030 such as energy, planning, construction, transportation, security and defense, water and environmental management, tourism, hotels, and managing major events. Below is the text of the interview:
Mutual trust and respect
• Saudi Arabia and France have strong and solid relations; how would you describe them today?
•• The relations between the two countries today are characterized by a remarkable pace and a deep-rooted strategic depth. Thanks to the efforts of the political leadership in both our countries, the relations have witnessed significant development on the political, economic, cultural, and humanitarian levels. Our vision is shared for a multipolar world based on security, stability, and dialogue, and our relations are distinguished by mutual trust and respect and a desire to work together to face contemporary major challenges, such as the initiative recently taken by the Kingdom and France regarding the Palestinian issue.
A long-term partnership
• What are the main areas of cooperation between the two countries in recent years?
•• Economic cooperation is exemplary, and France is among the largest foreign investors in Saudi Arabia, with about 200 French companies operating in the Kingdom, employing around 15,000 people. Our companies are also present in the main sectors of Vision 2030: energy and planning, construction, transportation, security and defense, water and environmental management, tourism, hotels, and managing major events. It is a true long-term partnership based on technology, knowledge, experience, and trust. France supports the economic and social transformation that the Kingdom is experiencing, and it is confident that its expertise is essential in this wonderful dynamic.
Cultural events and activities
• What are the most important cultural and social events and activities organized by the French Embassy in Riyadh to introduce French culture?
•• Culture is at the heart of the French-Saudi partnership. Since the signing of the intergovernmental agreement in 2018, our cultural cooperation has particularly emerged in AlUla, and the collaboration between the Royal Commission for AlUla and the French Agency for the Development of AlUla has contributed to enhancing this exceptional archaeological heritage and establishing close relations with our cultural institutions such as Grand Palais, the Pompidou Center, and others. In this context, we recently opened Villa Al-Hajar, an exceptional French-Saudi incubator in AlUla, which will become a space for joint creativity and residency for artists from both countries.
I am also pleased to announce that the French Institute in the Kingdom, which was recently established, will organize in January and February the “French-Saudi Cultural Factory” on the sidelines of the Contemporary Arts Biennale in Diriyah. This will be an important step in our cultural cooperation. This institute, in partnership with the Royal Commission for Riyadh City and many Saudi and French cultural actors, will present a new and ambitious program that brings together artists, intellectuals, and the public around joint projects. I assure you it will be a pleasant surprise, reflecting the vitality of the dialogue between our two countries.
Peace, tolerance, and openness
• You recently visited several cities in Saudi Arabia; what are your impressions?
•• Every visit across the Kingdom is a source of inspiration, and the transformation that the Kingdom of Saudi Arabia is undergoing is amazing, with respect for its traditions and a genuine openness to the world.
I recently visited Jeddah again, a city characterized by remarkable dynamism. Our presence there is very old, with the consulate established since 1839, the French International School, and the French Center in the beautiful neighborhood, this exceptional cultural space, in addition to a dynamic French community. I also visited Medina, a city of culture, history, and spirituality. It is a global city welcoming Muslims from all over the world, carrying a message of peace, tolerance, and openness. And of course, AlUla, the jewel of archaeology and history. This unique site in the world, where history meets natural beauty, reflects French-Saudi cooperation through the preservation, discovery, and highlighting of this world heritage. The cities I visited are filled with energy, ambition, and creativity, inspiring a desire to move forward, innovate, and build a future that meets the aspirations of Vision 2030.
The relations between the two countries are fueled by emotions
• What particularly caught your attention during these trips?
•• Certainly, the youth of this country, their optimism, and their eagerness to learn and discover, as well as the admiration of Saudis for France. Many of them know our country, have studied there, traveled there, or return regularly, as the relations between the two countries are also fueled by emotions, experiences, and memories.
• How do you view Saudi society since you took on your duties as France’s ambassador to the Kingdom?
•• I discovered a hospitable society, eager to learn and committed to its values. The Saudis I meet are committed to the transformation that the Kingdom is experiencing and are eager to cooperate. I am pleased that France is one of the main partners in this cooperation, and the points of convergence between us are a valuable asset for the future of our bilateral relations.
