علمت «عكاظ» أن «حساب المواطن» اعتمد عقد جلسات افتراضية للمستفيدين المستقلين، في خطوة تهدف إلى التحقق من صحة البيانات المقدمة وضمان استحقاق الدعم، ويقوم بهذه الزيارات باحثون اجتماعيون مؤهلون، وفق ضوابط نظامية تحافظ على خصوصية المستفيد وسرية معلوماته.
ووفقاً لدليل الزيارة الافتراضية للمستفيدين في برنامج حساب المواطن، تستهدف الزيارة الأفراد المستقلين (غير المتزوجين) ممن تبلغ أعمارهم 18 عاماً فأكثر، ويقيمون في مساكن مستقلة مثبتة بعقد إيجار رسمي ساري المفعول في منصة «إيجار»، أو صك ملكية، أو عقد إسكان تنموي ساري المفعول في منصة الإسكان التنموي، أو مشهد إثبات سكن، وستتم الزيارة الافتراضية عبر اتصال مرئي بعد تحديد موعد مسبق مع المستفيد، وتهدف إلى التحقق من صحة البيانات المقدمة لإثبات استقلالية المسكن، مع إمكانية إعادة الزيارة بشكل دوري حسب الحاجة لضمان استمرار توافق البيانات مع الضوابط والمعايير المعتمدة.
مدة الزيارة
وتتراوح مدة الزيارة بين 15 و20 دقيقة، وتشمل التحقق من الهوية والعنوان والمستندات اللازمة، ويتم إشعار المستفيد بالنتيجة خلال 24 ساعة عبر رسالة نصية مع تحديث الحالة في البوابة الإلكترونية، فيما يحق الاعتراض على النتيجة خلال 90 يوماً، وبعد تنفيذ الزيارة، يتلقى المستفيد رسالة لتقييم أداء الباحث.
وسيتم التواصل مع المستفيد لتحديد موعد الزيارة عبر مكالمة هاتفية، يليها إرسال رسالة نصية تتضمن التاريخ والموعد ورابط الانضمام للزيارة، وقد تؤثر حالة عدم التعاون أو رفض المستفيد على أهليته واستحقاقه للدعم.
وسيلتزم الباحث الاجتماعي بالتحقق من الهوية والوثائق الرسمية، مع الحفاظ على سرية المعلومات، فيما يُطلب من المستفيد الالتزام بالموعد المحدد والتعاون الكامل وتقديم الوثائق المطلوبة، والامتناع عن تعطيل إجراءات الزيارة، والتعامل باحترام مع الباحث.
وقد تتعذر الزيارة أحياناً لأسباب مثل اختلاف العنوان المسجل في حساب المواطن عن منصة «إيجار»، رفض المستفيد، عدم الانضمام للزيارة، عدم التعاون، وجود صلة قرابة مع الباحث، أو أعطال تقنية، مع إمكانية إعادة جدولة الزيارة دون أي تأثير على المستفيد. وتتم الزيارة عبر الدخول إلى الحساب الشخصي في بوابة حساب المواطن، واختيار أيقونة «الزيارات»، والاطلاع على التفاصيل، ثم الضغط على «بدء الزيارة».
Al-Iqtisad learned that the “Citizen Account” has approved a contract for virtual sessions for independent beneficiaries, in a step aimed at verifying the accuracy of the submitted data and ensuring eligibility for support. These visits will be conducted by qualified social researchers, according to regulatory controls that maintain the beneficiary’s privacy and confidentiality of their information.
According to the guide for virtual visits for beneficiaries in the Citizen Account program, the visit targets independent individuals (unmarried) aged 18 and older, who reside in independent housing verified by a valid rental contract on the “Ejar” platform, or a property deed, or a valid developmental housing contract on the developmental housing platform, or a housing verification document. The virtual visit will be conducted via a video call after scheduling an appointment in advance with the beneficiary, and aims to verify the accuracy of the submitted data to prove housing independence, with the possibility of rescheduling the visit periodically as needed to ensure continued compliance of the data with the approved controls and standards.
Duration of the Visit
The duration of the visit ranges between 15 and 20 minutes, and includes verification of identity, address, and necessary documents. The beneficiary will be notified of the result within 24 hours via a text message, along with an update on their status in the electronic portal. The beneficiary has the right to contest the result within 90 days. After the visit is conducted, the beneficiary will receive a message to evaluate the performance of the researcher.
The beneficiary will be contacted to schedule the visit via a phone call, followed by a text message containing the date, time, and a link to join the visit. A lack of cooperation or refusal by the beneficiary may affect their eligibility and entitlement to support.
The social researcher will be committed to verifying identity and official documents while maintaining the confidentiality of information. The beneficiary is required to adhere to the scheduled appointment, fully cooperate, provide the required documents, refrain from obstructing the visit procedures, and treat the researcher with respect.
The visit may sometimes be impossible for reasons such as a discrepancy between the address registered in the Citizen Account and the “Ejar” platform, refusal by the beneficiary, failure to join the visit, lack of cooperation, a familial relationship with the researcher, or technical malfunctions, with the possibility of rescheduling the visit without any impact on the beneficiary. The visit is conducted by logging into the personal account on the Citizen Account portal, selecting the “Visits” icon, reviewing the details, and then clicking on “Start Visit.”
