بين الزيارة الحالية لولي العهد إلى واشنطن وآخر زيارة قبل سبعة أعوام؛ شهد العالم تحوّلات اقتصادية كبرى، وأزمات سياسية متصاعدة، وصراعات وحروباً عسكرية مدمرة، ولكن بقيت العلاقات السعودية الأمريكية في حالة استثناء خاصة بعيداً عن تلك المخاطر والتحديات، بل أكثر من ذلك شكّلت نمطاً من الدبلوماسية رفيعة المستوى؛ تجاوز فيها البلدان مصالحهما الثنائية إلى قيادة العالم نحو الاستقرار والتنمية.
الأمريكان وتحديداً الرئيس ترمب يدركون تماماً أن السعودية قبل 2015 تختلف تماماً عن ما بعدها، وهذا الإدراك نابع من قراءة المشهد السياسي والاقتصادي السعودي الذي تغيّر بشكل فارق مع رؤية 2030، حيث بات واضحاً أن المشروع الاقتصادي هو من يحرّك الجانب السياسي، وبالتالي تلاقت المصالح السعودية والأمريكية عند الاقتصاد، وأصبح النظر إلى المستقبل يمثّل الحجر الأساس لتلك المصالح، وهو ما تحقق بتوقيع اتفاقية وثيقة الشراكة الاقتصادية الاستراتيجية بين البلدين في شهر مايو الماضي، وإعلان الرياض عن فرص استثمارية مع واشنطن تصل إلى 600 مليار دولار على مدى السنوات الأربع المقبلة.
الجانب الأمريكي يدرك أيضاً أن السعودية تمثّل اليوم أكبر اقتصاد في المنطقة، وأكبر شريك للولايات المتحدة في الشرق الأوسط، ومن أسرع الاقتصادات نمواً في مجموعة العشرين، وجميعها مؤشرات يقرؤونها بعمق المصالح الاقتصادية، وليس التطوّرات السياسية المتغيّرة، وهو ما يجعل الرئيس ترمب يرى في السعودية وشخصية الأمير محمد بن سلمان حليفاً استراتيجياً لتحقيق تلك المصالح، وشريكاً يُعتمد عليه في المستقبل.
ولي العهد جعل من اقتصاد المملكة عنواناً ممتداً لالتقاء المصالح مع الأمريكان والعالم، ولغة مشتركة للحوار والتفاهم لتحقيق ما هو أهم للمملكة وشعبها حاضراً ومستقبلاً، وهو ما يدركه الرئيس ترمب حينما وصل إعجابه بالأمير محمد بن سلمان إلى درجة كبيرة جداً وغير مسبوقة من رئيس أمريكي آخر، وهذا الإعجاب نابع من أن الأمير الشاب حينما يتحاور أو يتفاوض يضع رؤيته على الطاولة، ويعرف ماذا يريد، وما هو مناسب للمرحلة، وما هو أبعد للمستقبل، وهذه تفاصيل دقيقة يدركها الكبار حينما يلتقون في مهمة تحقيق الهدف المشترك؛ بلا مزايدات أو مساومات لم يعد لها قيمة في زمن تلك المصالح.
اليوم هناك اتفاقيات وشراكات ثنائية بين الجانبين، وتعاون في مجالات اقتصادية متعددة، وقطاع خاص ومستثمرون بين البلدين؛ يتنافسون على الفرص التي تقوي تلك العلاقة بلغة الأرقام وليس عبارات الدبلوماسية المعتادة فقط؛ فالأرقام وحدها كافية لمعرفة بوصلة المستقبل، ومغرية إلى درجة اليقين من أن السعودية وأمريكا يجمعهما حلف الاقتصاد الذي سيبقى على الدوام مهما كانت تحديات هذا العالم.
Between the current visit of the Crown Prince to Washington and the last visit seven years ago, the world has witnessed major economic transformations, escalating political crises, and destructive military conflicts and wars. However, Saudi-American relations have remained in a special state of exception, far from those risks and challenges. Moreover, they have formed a pattern of high-level diplomacy, where the two countries have moved beyond their bilateral interests to lead the world towards stability and development.
Americans, specifically President Trump, fully understand that Saudi Arabia before 2015 is completely different from what it is now. This understanding stems from reading the Saudi political and economic scene, which has changed significantly with Vision 2030. It has become clear that the economic project drives the political aspect, and thus Saudi and American interests have converged around the economy. Looking towards the future has become the cornerstone of those interests, which was realized with the signing of the Strategic Economic Partnership Agreement between the two countries last May, and Riyadh’s announcement of investment opportunities with Washington amounting to $600 billion over the next four years.
The American side also understands that Saudi Arabia today represents the largest economy in the region, the largest partner of the United States in the Middle East, and one of the fastest-growing economies in the G20. All of these are indicators they read deeply in terms of economic interests, rather than changing political developments. This makes President Trump view Saudi Arabia and the character of Prince Mohammed bin Salman as a strategic ally in achieving those interests, and a partner to rely on in the future.
The Crown Prince has made the Kingdom’s economy a continuous title for the convergence of interests with the Americans and the world, and a common language for dialogue and understanding to achieve what is most important for the Kingdom and its people, both present and future. This is something President Trump recognizes when his admiration for Prince Mohammed bin Salman reaches an unprecedented level compared to any other American president. This admiration stems from the fact that the young prince, when he engages in dialogue or negotiations, puts his vision on the table, knows what he wants, what is suitable for the current phase, and what is further for the future. These are precise details that the great leaders understand when they meet with the mission of achieving a common goal, without any bidding or bargaining that has lost its value in the era of such interests.
Today, there are agreements and bilateral partnerships between the two sides, cooperation in various economic fields, and a private sector with investors from both countries competing for opportunities that strengthen this relationship through numbers, not just the usual diplomatic phrases. For numbers alone are sufficient to know the compass of the future, and they are enticing enough to assure that Saudi Arabia and America are united by an economic alliance that will endure regardless of the challenges of this world.
