طرح حماية بيانات المتعلمين وغرامات الأراضي البيضاء للاستطلاع – أخبار السعودية – كورا نيو

طرحت المنصة الإلكترونية الموحدة لاستطلاع آراء العموم والجهات الحكومية (استطلاع) 24 مشروعاً ذا صلة بالشأن الاقتصادي والتنموي، بالتعاون مع 18 جهة حكومية؛ لتمكين أصحاب المصلحة من إبداء المرئيات والمقترحات حولها قبل إقرارها.

وتضمّنت المشاريع المطروحة عبر المنصة مشروع «سياسة خصوصية وحماية بيانات المتعلمين في بيئة التعليم الإلكتروني»، الذي يهدف من خلاله المركز الوطني للتعليم الإلكتروني إلى وضع إطار تنظيمي شامل لعمليات جمع بيانات المتعلمين واستخدامها وتخزينها ونقلها ومشاركتها وحذفها، وينتهي الاستطلاع على المشروع بتاريخ 6 يناير 2026.

من جانبها، طرحت وزارة المالية عبر المنصة مشروع «تعديلات على اللائحة التنفيذية لنظام المنافسات والمشتريات الحكومية»؛ بهدف معالجة تحديات القطاع الخاص المتعلقة باستقطاع جزء من المستخلصات لتكوين المستخلص الختامي، إضافةً إلى تأخير صرف المستحقات بسبب انتظار استكمال الإجراءات النظامية لتمديد العقود، وينتهي الاستطلاع على المشروع بتاريخ 7 يناير 2026م.

وتضمّنت المشاريع المطروحة عبر المنصة مشروع «ضوابط المصرح لهم لمشاريع البنية التحتية بمنطقة الرياض»، الذي يهدف من خلاله مركز مشاريع البنية التحتية بمنطقة الرياض إلى وضع القواعد العامة التي تحكم التزامات وحقوق المصرح لهم دون تمييز، لمزاولة الأعمال بالجودة والكفاءة حسب المتطلبات والمعايير الفنية والمهنية الصادرة عن المركز، وينتهي الاستطلاع على المشروع بتاريخ 8 يناير 2026م.

وشهدت المنصة طرح مشروع «لائحة المخالفات والغرامات المترتبة على مخالفة نظام رسوم الأراضي البيضاء والعقارات الشاغرة»، الذي تهدف من خلاله وزارة البلديات والإسكان إلى رفع الامتثال لنظام رسوم الأراضي البيضاء والعقارات الشاغرة، وتحفيز السوق العقارية لزيادة المعروض من الأراضي المطوّرة، والوحدات العقارية، وينتهي الاستطلاع على المشروع بتاريخ 11 يناير 2026م.

The unified electronic platform for public and governmental opinion surveys (Survey) has launched 24 projects related to economic and developmental matters, in collaboration with 18 governmental entities, to enable stakeholders to express their views and suggestions on them before their approval.

Among the projects presented through the platform is the project “Privacy Policy and Data Protection for Learners in the E-Learning Environment,” which aims, through the National Center for E-Learning, to establish a comprehensive regulatory framework for the processes of collecting, using, storing, transferring, sharing, and deleting learners’ data. The survey on this project will end on January 6, 2026.

On its part, the Ministry of Finance has presented through the platform the project “Amendments to the Executive Regulation of the Government Procurement and Competitions System,” aimed at addressing the challenges faced by the private sector related to the deduction of part of the payments to form the final payment, in addition to the delay in disbursing dues due to waiting for the completion of the regulatory procedures for contract extensions. The survey on this project will end on January 7, 2026.

The projects presented through the platform also include the project “Regulations for Authorized Persons for Infrastructure Projects in the Riyadh Region,” which aims, through the Infrastructure Projects Center in the Riyadh Region, to establish general rules governing the obligations and rights of authorized persons without discrimination, to conduct work with quality and efficiency according to the requirements and technical and professional standards issued by the center. The survey on this project will end on January 8, 2026.

The platform has also witnessed the presentation of the project “Regulations for Violations and Fines Resulting from Violating the White Land and Vacant Properties Fee System,” which aims, through the Ministry of Municipalities and Housing, to enhance compliance with the White Land and Vacant Properties Fee System and stimulate the real estate market to increase the supply of developed land and real estate units. The survey on this project will end on January 11, 2026.
