لحماية الغطاء النباتي.. ضوابط جديدة لعودة مواشي غير السعوديين – أخبار السعودية – كورا نيو

أعادت وزارة البيئة والمياه والزراعة، إطلاق خدمة عودة إبل ومواشي الرعي المملوكة لغير السعوديين بشكل رسمي عبر منصة «نما» الإلكترونية، وذلك ضمن جهودها لحماية المراعي الطبيعية وتعزيز الاستدامة البيئية بما يتوافق مع مستهدفات مبادرة السعودية الخضراء.

وأوضحت الوزارة، أن الخدمة تتيح لملاك ورعاة الإبل ومواشي الرعي الذين لم يتمكنوا من العودة بكامل قطعانهم، التقديم إلكترونياً للحصول على إذن العودة وفق اشتراطات محددة. وتشمل هذه الاشتراطات تقديم الطلب عبر منصة «نما»، والالتزام بآلية عودة مواشي الرعي، وتطبيق جميع الإجراءات المحجرية المعتمدة وفق نظام الحجر البيطري ونظام الرفق بالحيوان لدول مجلس التعاون الخليجي ولوائحهما التنفيذية في المملكة. كما شددت الوزارة على ضرورة عدم التوجه إلى المنافذ الحدودية قبل صدور الموافقة وحجز موعد رسمي للعودة.

وبيّنت الوزارة أنها كانت قد نفذت سابقاً حملة لعودة مواشي الرعي المملوكة لغير السعوديين إلى دولهم، واستمرت لمدة سبعة أشهر، مؤكدة أنها عملت بعد انتهاء الحملة على إعادة تنظيم تربية المواشي وملكيتها داخل المملكة، من خلال استكمال عمليات الترقيم، وتكثيف الجولات الرقابية لمنع تداول الإبل غير المرقمة.

وأكدت الوزارة، أن منحها صلاحية تنظيم عودة مواشي الرعي يأتي دعماً لجهود حماية المراعي والغطاء النباتي، والحد من الممارسات غير النظامية والرعي الجائر، بما يسهم في تحقيق التوازن البيئي ويتماشى مع مستهدفات مبادرة السعودية الخضراء.

واختتمت الوزارة بدعوة ملاك ورعاة الإبل ومواشي الرعي من غير السعوديين إلى تقديم طلبات العودة عبر منصة «نما» الإلكترونية والاستفادة من الخدمة، تفادياً لأي إجراءات نظامية لاحقة.

The Ministry of Environment, Water, and Agriculture has officially relaunched the service for the return of camels and livestock owned by non-Saudis through the “Nama” electronic platform, as part of its efforts to protect natural pastures and enhance environmental sustainability in line with the objectives of the Saudi Green Initiative.

The ministry clarified that the service allows owners and herders of camels and livestock who were unable to return with their entire herds to apply electronically for a return permit under specific conditions. These conditions include submitting the application via the “Nama” platform, adhering to the livestock return mechanism, and implementing all approved quarantine procedures in accordance with the veterinary quarantine system and animal welfare regulations of the Gulf Cooperation Council countries and their executive regulations in the Kingdom. The ministry also emphasized the necessity of not heading to border crossings before obtaining approval and booking an official return appointment.

The ministry indicated that it had previously conducted a campaign for the return of livestock owned by non-Saudis to their countries, which lasted for seven months. It confirmed that after the campaign ended, it worked on reorganizing livestock breeding and ownership within the Kingdom by completing identification processes and intensifying inspection tours to prevent the circulation of unregistered camels.

The ministry affirmed that granting it the authority to organize the return of livestock supports efforts to protect pastures and vegetation cover, reduce irregular practices and overgrazing, thereby contributing to achieving ecological balance and aligning with the objectives of the Saudi Green Initiative.

The ministry concluded by inviting owners and herders of camels and livestock who are non-Saudis to submit return requests via the “Nama” electronic platform and take advantage of the service, to avoid any subsequent legal procedures.
