وزيرا الإعلام والعدل: السعودية مصدر ثقة العالم.. والرياض عاصمة الأحداث الكبرى – أخبار السعودية – كورا نيو
أكد وزير الإعلام سلمان بن يوسف الدوسري، خلال المؤتمر الصحفي الحكومي الـ27 الذي عقد اليوم في الرياض بمشاركة وزير العدل الدكتور وليد بن محمد الصمعاني أن «المنجزات الوطنية تتوالى بصورة تجسد طموح القيادة وقوة العزيمة ووضوح الرؤية، ببناء السواعد الوطنية التي تقود التحول وتصنع التأثير»، مشيراً إلى أن المملكة برؤيتها تعيد تعريف حدود الممكن وترفع سقف المؤشرات وتسير بسرعة الضوء لتفتح طريق المستقبل لكل مجالات الإنسانية.
وبيّن أن المملكة تواصل بزخم اقتصادي متسارع تمكين الأعمال في شتى المجالات، إذ وصل حجم التسهيلات الائتمانية التي قدمها بنك التصدير والاستيراد السعودي منذ تأسيسه إلى أكثر من 100 مليار ريال حتى نهاية سبتمبر الماضي، كما شهدت بيئة الأعمال في المملكة نمواً متسارعاً بلغ معه عدد السجلات التجارية 1.8 مليون سجل بنهاية أكتوبر الماضي بزيادة سنوية بلغت 18% مقارنة بالعام الماضي.
وفي إطار تعزيز الشفافية في البيئة التشريعية، أوضح وزير الإعلام أن منصة «استطلاع» التابعة للمركز الوطني للتنافسية نشرت 207 مشاريع مقدمة من 53 جهة حكومية خلال الربع الثالث من العام الجاري، واستقبلت ما يقارب 12 ألف رأي وملاحظة من المواطنين والمختصين.
وتطرق إلى أن المملكة رفعت نسبة توطين الإنفاق العسكري إلى قرابة 25% في 2024، ضمن مسار طموح يستهدف تجاوز 50% بحلول 2030.
الأعلى عالمياً في إمدادات المياه
وأشار وزير الإعلام إلى أن المملكة الأعلى عالمياً في إمدادات المياه بأكثر من 16 مليون متر مكعب يومياً، إذ بلغت نسبة تغطية السكان بشبكات المياه نحو 83%، بما يسهم في خفض التكاليف وزيادة جودة الحياة، وأسهمت الحملات التوعوية في خفض نسبة الفقد والهدر الغذائي إلى قرابة 28% مقارنة بخط الأساس لعام 2019 الذي تجاوز 33%.
وأوضح أن المملكة صنعت خلال الأيام الماضية لوحة من الحراك العالمي بسلسلة فعاليات دولية متتابعة، مؤكداً أن الرياض أصبحت عاصمة الأحداث الكبرى وملتقى العالم، إذ استضافت المملكة ملتقى الصحة العالمي في نسخته الثامنة بحضور أكثر من 600 متحدث، كما أقامت مؤتمر الاستثمار الثقافي 2025 باتفاقيات بلغت 5 مليارات ريال لاستدامة القطاع الثقافي، وكشفت عن قيمة البنية التحتية الثقافية التي تجاوزت 81 مليار ريال منذ انطلاقة الرؤية، بما يعزز الهوية الثقافية الوطنية.
وأشار إلى أن الرياض جذبت أنظار العالم عبر النسخة التاسعة من مبادرة مستقبل الاستثمار بمشاركة أكثر من 650 متحدثاً في 250 جلسة، وباتفاقيات تجاوزت 50 مليار دولار، لتؤكد مكانة المملكة كمركز دولي للابتكار والتقنيات المتقدمة، كما اختتم ملتقى «بيبان» في نسخته الـ11 نهائيات كأس العالم لريادة الأعمال بمشاركة 10 آلاف متسابق من 169 دولة، وبلغ حجم الاتفاقيات فيه أكثر من 38 مليار ريال، لتعزز الابتكار وفرص العمل وتمكّن الإنسان.
وفي السياق ذاته أشار وزير الإعلام إلى أن منتدى الحكومة الرقمية 2025 أقيم بمشاركة 400 جهة محلية ودولية، وفازت 26 جهة حكومية بمرحلة الإبداع في مؤشر التحول الرقمي 2025، بما يجسد سرعة التطور وكفاءة المنظومة الحكومية، فيما استضافت المملكة مؤتمر ومعرض الحج بنسخته الخامسة تحت شعار «من مكة إلى العالم» بمشاركة أكثر من 150 دولة، بغية تعزيز تجربة ضيوف الرحمن بمعايير إنسانية وتقنية متقدمة.
استثمارات تجاوزت 113 مليار دولار
وفي قطاع السياحة، أوضح أن الرياض استضافت منتدى «تورايز» العالمي بمشاركة 120 دولة، واستثمارات تجاوزت 113 مليار دولار، لتشكيل مستقبل السياحة العالمية انطلاقاً من الرياض، كما أقيم معرض «سيتي سكيب» العالمي بنسخته الثالثة بحضور أكثر من 550 جهة دولية ومحلية، وشهد صفقات عقارية تجاوزت 237 مليار ريال، تعيد رسم مستقبل المدن والإسكان في المملكة. وفي مجال الرياضة، استضافت الرياض الدورة السادسة لألعاب التضامن الإسلامي بمشاركة 57 دولة وأكثر من 3 آلاف رياضي، وحققت المملكة المركز الرابع بعد فوزها بـ57 ميدالية متنوعة، بما يعكس التطور المتسارع للرياضة السعودية.
وأوضح وزير الإعلام أن العدالة هي الركيزة الأساسية لضمان استدامة التنمية، مشيراً إلى أن المنظومة العدلية، بتوجيهات القيادة الرشيدة، وجهود وزير العدل، تترجم هذا المبدأ إلى مبادرات نوعية ومنصات رقمية وخدمات تضمن لكل مواطن ومقيم حقوقه بسهولة وموثوقية، ليظل الوطن أرضاً للمنجزات والعدل والرخاء والطمأنينة.
ورداً على سؤال حول تأخر بعض المشاريع الكبرى عن المواعيد المحددة، أكد وزير الإعلام أن ما ورد في الخطاب الملكي الذي ألقاه ولي العهد أمام مجلس الشورى، يشدد على أن الدولة مستمرة في تقييم الأثر الاقتصادي والاجتماعي للإنفاق العام، بما يضمن توجيه الموارد نحو الأولويات الوطنية في إطار السعي الدائم لخدمة المواطن، ورفع مستوى الخدمات المقدمة، وتحسين جودة الحياة للمواطنين والمقيمين والزوار.
وتعليقاً على سؤال حول مبادرة «انسجام عالمي»، وخطة توسيع نطاقات المبادرة، أكد أن وزارة الإعلام تفخر بإطلاق النسخة الثانية من المبادرة بالتعاون مع الهيئة العامة للترفيه وبرنامج «جودة الحياة»، إذ استقطبت النسخة الأولى، التي أقيمت العام الماضي، أكثر من 3.5 مليون زائر من المقيمين، فيما تستهدف النسخة الحالية ثقافات 14 دولة من مختلف أنحاء العالم، مقدمةً تجارب ثقافية وإعلامية وترفيهية ثرية، وفنيّة متنوعة تغطي مختلف الفئات العمرية.
وأضاف أن عدد زوار النسخة الثانية تجاوز حتى الآن أكثر من مليون زائر، مشيراً إلى أن أثر المبادرة لا يُقاس بالأرقام فقط، إذ وصلت التغطية الإعلامية إلى نحو 9 مليارات وصول للمحتوى، وسط تفاعل يعبّر عن الحب والامتنان للمملكة، مؤكداً أن وزارة الإعلام تسعى إلى استمرار هذه المبادرة وتوسيع نطاقها لتشمل ثقافات أخرى مستقبلاً.
تطوير شامل في الخدمات
من جهته أكد وزير العدل الدكتور وليد بن محمد الصمعاني، تكامل العمل بين وزارة العدل ووزارة الإعلام في رفع الوعي القانوني وتعزيز الصورة المؤسسية للعدالة محلياً ودولياً.
ونوه بدعم خادم الحرمين الشريفين الملك سلمان بن عبدالعزيز، وولي عهده، الذي أسهم في إحداث تطوير شامل في التشريعات والخدمات والإجراءات العدلية.
واستعرض الوزير الصمعاني التطورات التي شهدتها المنظومة العدلية خلال السنوات الماضية في ظل رؤية المملكة 2030، إذ وضعت العدالة في مسار أكثر وضوحاً وكفاءة وأقرب إلى المستفيد.
وأكد في هذا السياق أن التشريعات المتخصصة التي يقود منظومتها ولي العهد، شكّلت نقطة انطلاق هذا التحول، إذ صدر نظام المعاملات المدنية، ونظام الإثبات، ونظام الأحوال الشخصية، فيما يجري العمل على استكمال الإجراءات النظامية لنظام العقوبات، مشيراً إلى أن هذه التشريعات مكّنت المحاكم من التركيز على إثبات وتوصيف الوقائع، وأسهمت في تسريع الفصل وتقليص مساحة الاجتهاد ورفع جودة المخرجات، كما انعكست على المستفيدين بتقليص أمد التقاضي وزيادة نسبة اليقين القانوني، ونسبة التنبؤ بالأحكام القضائية إلى أكثر من 70%، وارتفاع رضى المستفيدين من 78% في 2022 إلى 92% في 2025.
وفي مجال التدريب والتأهيل ضماناً للتطبيق الأمثل للتشريعات، بيّن وزير العدل، أنه تم تدريب نحو ألفي قاضٍ في القانون المدني، إضافةً إلى أكثر من 11 ألف متدرب في برامج تأهيل المحامين، كما صدرت شروح للأنظمة المتخصصة مثل نظام الإثبات والأحوال الشخصية، وقريباً سيصدر شرح نظام المعاملات المدنية، إلى جانب نشر العديد من المبادئ والأحكام القضائية دعماً لتوحيد الممارسات وتعزيز الشفافية.
وفي ما يتعلق بتحسين رحلة المستفيد، بيّن وزير العدل أنه أُنشئت مراكز متخصصة مثل مركز تدقيق الدعاوى ومركز تهيئة الدعاوى والمكاتب الفنية في المحاكم، التي يعمل فيها أكثر من 700 باحث قانوني، فيما استقبل مركز التدقيق أكثر من خمسة ملايين صحيفة دعوى إلكترونية بعد تدقيقها، ما أسهم المركز في خفض عمر القضية بنسبة تجاوزت 40%، كما أنجز مركز التهيئة قرابة مليون خدمة قضائية مساندة بشكلٍ إلكتروني بالكامل، وقدمت المكاتب الفنية أكثر من 100 ألف دراسة قانونية، ساعدت في رفع جودة الأحكام وتسريع الفصل فيها، إضافة إلى إعداد آلاف الدراسات من المكاتب الفنية بالمحاكم، ما يرفع الجودة وتحسين المخرجات القضائية.
وأشار وزير العدل، في ما يختص بالتنفيذ، إلى أنه تم إطلاق المحكمة الافتراضية للتنفيذ من خلال إنجاز طلبات التنفيذ إلكترونياً بالكامل، واختصرت عمر طلب التنفيذ إلى خمسة أيام، ما أسهم في إنجاز أكثر من 400 ألف طلب خلال هذا العام.
وفي قطاع التوثيق، قال: «أصبحت عمليات الإفراغ العقاري تُنجز إلكترونياً بشكل فوري، وتمت رقمنة أكثر من 200 مليون وثيقة عقارية بقدرة تصل إلى 300 ألف وثيقة يومياً، ما عزز موثوقية الخدمات العقارية ورسخ تقدم المملكة في مؤشرات تسجيل الملكية، إضافة إلى تعزيز العدالة الوقائية التي تحمي الحقوق قبل نشوء النزاعات، كما توسّع نطاق العقود الإلكترونية الموثّقة، ومنها عقود الإيجار والإنشاء الكامل وعقد المحاماة، وعقد العمل الموحّد بالتعاون مع وزارة الموارد البشرية والتنمية الاجتماعية، حيث بلغ عدد عقود العمل الموثقة منذ إطلاق الخدمة أكثر من 140 ألف عقد موثّق».
وأضاف: «كما أطلقت الوزارة مركز العمليات العدلي لمتابعة الأداء اللحظي الذي يتابع أعمال الوزارة كافة عبر أربعة مؤشرات إستراتيجية تشمل سرعة الفصل وجودة الأحكام ورضى المستفيدين، إضافة إلى أكثر من 53 مؤشراً تشغيلياً».
وأكد وزير العدل استمرار الوزارة في العمل على تحقيق مستهدفاتها، عبر توسيع نطاق مشروع العدالة الوقائية ورفع جاهزية العقود الإلكترونية، إلى جانب مواصلة تقديم البرامج التدريبية القانونية المتخصصة لأفراد المنظومة العدلية وغيرهم.
ورداً على سؤال حول أبرز مشاريع وزارة العدل لتحسين نقل الملكية العقارية، وانتقال البورصة العقارية للهيئة العامة للعقار، ومدى تأثير ذلك على عمليات الإفراغ، قال الصمعاني: «وزارة العدل عملت منذ سنوات على توثيق ورقمنة جميع الوثائق العقارية من خلال مبادرة الرقمنة، التي ساعدت الوزارة في جعل خدمات الملكية العقارية، بشكل إلكتروني وفوري بالكامل، ومن خلال البورصة العقارية تم إنجاز أكثر من 350 ألف عملية بمبالغ تجاوزت مئات الملايين من الريالات، وهناك تنسيق مع الهيئة العامة للعقار لانتقال البورصة العقارية للهيئة، وأول مستهدف من خلال هذا الانتقال، هو ألا يتأثر المستفيد، إذ تعمل الوزارة مع وزارة البلديات والإسكان والهيئة العامة للعقار بهذا الصدد».
وفي تعليق على سؤالٍ حول نموذج القضاء المركزي، وإسهامه في اتساق الأحكام، أكد أن الوزارة عملت على التقاضي الإلكتروني الذي لا يقصد به فقط التحول الرقمي دون التحول الإجرائي والموضوعي، إذ مرت هذه العملية بفترة تطوير متعلقة بالتحول الرقمي، وهندسة الإجراءات، وتقوم الوزارة حالياً بإعداد نموذج تشغيلي للمحاكم لا يرتبط بموقع جغرافي معيّن، ضُبط بمسار زمني محدد مع مراعاة الخبرة القضائية وسرعة الفصل، وتم تطبيقها تجريبياً في المحاكم العمالية وحققت نتائج إيجابية بنسبة قاربت 50% من ناحية زيادة سرعة الفصل مع جودة الأداء، وخلال الأشهر الثلاثة القادمة ستطبق تدريجياً على المحاكم كافة.
وفي ما يتعلق بوجود نظام خاص بالذكاء الاصطناعي، قال وزير العدل: «الذكاء الاصطناعي ليس منافساً للمهن، بل مطور لها، فالوزارة تعمل على استخدام تقنيات الذكاء الاصطناعي بما يضمن الاستفادة منها وتجويد العمل، فيما تبقى المسؤولية والقرار النهائي لدى المحاكم».
ورداً على سؤال حول إعلان وزارة العدل اعتماد تنصيف الدبلوم العالي للمحاماة وللقانون الجنائي، والمستفيدين من هذه الدبلومات، أشار إلى أن الدبلومات العدلية التي تطلقها وزارة العدل لا تقتصر على القضاة فقط، موضحاً أن كل من يلتحق بمهنة القضاء، يحصل على دبلوم متخصص في القانون، سواء عبر مركز التدريب العدلي لمدة سنتين، أو من خلال معهد الإدارة العامة لمدة ثلاث سنوات.
وبين أن المحامين أيضاً لديهم دبلوم عالٍ للمحاماة تجاوز عدد خريجيه 11 ألف متدرب، مشيراً إلى أن الوزارة أطلقت دبلومات متخصصة مثل الدبلوم العالي للقانون المدني والدبلوم العالي للقانون الجنائي، وقد التحق بها مئات القضاة حتى الآن.
وكشف أن الوزارة بصدد إطلاق الدبلوم العالي للقانون التجاري، لافتاً إلى استمرار العمل على إطلاق المزيد من الدبلومات لمختلف القطاعات والكوادر العدلية، بحيث لا يقتصر الالتحاق بها على القضاة والمحامين فقط، بل يشمل كل من له ارتباط مباشر أو غير مباشر بالعملية العدلية.
وفي ما يتعلّق بمنح القطاع الخاص تراخيص لتتبع أموال المدينين، قال وزير العدل: الحقيقة أن نظام التنفيذ وتطبيق النظام من محاكم التنفيذ مر بمراحل متعددة، وتعد محاكم التنفيذ من أبرز القطاعات التي تحوّل الأداء فيها إلى عملٍ رقمي مؤتمت بالكامل، مشيراً إلى أن الوزارة قامت بدراسة التحديات التي مر بها قضاء التنفيذ خلال السنوات الماضية، وكان من أبرزها موضوع تتبع الأموال، ولذلك تقوم الوزارة بدراسة مشروع نظام التنفيذ الحالي الذي تُدرس فيه أيضاً مسائل وقواعد متعلقة بتتبع الأموال عبر عدة مراحل، من ضمنها إسنادها أيضاً إلى جهات متخصصة من القطاع الخاص لتتبع الأموال.
The Minister of Media, Salman bin Yusuf Al-Dosari, confirmed during the 27th government press conference held today in Riyadh, with the participation of Minister of Justice Dr. Walid bin Mohammed Al-Samaani, that “national achievements are unfolding in a manner that embodies the leadership’s ambition, strength of determination, and clarity of vision, by building national capabilities that lead transformation and create impact,” pointing out that the Kingdom, with its vision, is redefining the limits of the possible, raising the ceiling of indicators, and moving at the speed of light to pave the way for the future in all fields of humanity.
He indicated that the Kingdom continues to empower businesses across various sectors with accelerating economic momentum, as the volume of credit facilities provided by the Saudi Export-Import Bank since its establishment has exceeded 100 billion riyals by the end of September. Additionally, the business environment in the Kingdom has witnessed rapid growth, with the number of commercial registrations reaching 1.8 million by the end of October, marking an annual increase of 18% compared to last year.
In the context of enhancing transparency in the legislative environment, the Minister of Media explained that the “Istiqbaal” platform, affiliated with the National Competitiveness Center, published 207 projects submitted by 53 government entities during the third quarter of this year, receiving nearly 12,000 opinions and comments from citizens and specialists.
He touched on the fact that the Kingdom has raised the localization rate of military spending to nearly 25% in 2024, as part of an ambitious trajectory aimed at exceeding 50% by 2030.
World’s Highest in Water Supply
The Minister of Media pointed out that the Kingdom is the highest in the world in water supply, with more than 16 million cubic meters per day, achieving a population coverage rate of about 83% with water networks, contributing to reducing costs and increasing quality of life. Awareness campaigns have helped reduce food loss and waste to about 28% compared to the baseline of 2019, which exceeded 33%.
He clarified that the Kingdom has created a global movement in recent days with a series of consecutive international events, affirming that Riyadh has become the capital of major events and a meeting point for the world, as the Kingdom hosted the eighth Global Health Forum with the participation of more than 600 speakers. It also held the Cultural Investment Conference 2025 with agreements amounting to 5 billion riyals for the sustainability of the cultural sector and revealed the value of cultural infrastructure that has exceeded 81 billion riyals since the launch of the vision, enhancing national cultural identity.
He noted that Riyadh attracted the world’s attention through the ninth edition of the Future Investment Initiative, with the participation of more than 650 speakers in 250 sessions, and agreements exceeding 50 billion dollars, confirming the Kingdom’s position as an international center for innovation and advanced technologies. The “Biban” forum concluded its 11th edition with the finals of the World Entrepreneurship Cup, featuring 10,000 competitors from 169 countries, with agreements exceeding 38 billion riyals, enhancing innovation, job opportunities, and empowering individuals.
In this context, the Minister of Media mentioned that the Digital Government Forum 2025 was held with the participation of 400 local and international entities, and 26 government entities won the creativity phase in the Digital Transformation Index 2025, reflecting the speed of development and efficiency of the government system. The Kingdom also hosted the fifth Hajj Conference and Exhibition under the slogan “From Mecca to the World,” with the participation of more than 150 countries, aiming to enhance the experience of the guests of Rahman with advanced humanitarian and technical standards.
Investments Exceeding 113 Billion Dollars
In the tourism sector, he explained that Riyadh hosted the global “Tourism” forum with the participation of 120 countries and investments exceeding 113 billion dollars, shaping the future of global tourism starting from Riyadh. The third edition of the “Cityscape” global exhibition was also held, attended by more than 550 local and international entities, witnessing real estate transactions exceeding 237 billion riyals, reshaping the future of cities and housing in the Kingdom. In the field of sports, Riyadh hosted the sixth Islamic Solidarity Games with the participation of 57 countries and more than 3,000 athletes, with the Kingdom achieving fourth place after winning 57 diverse medals, reflecting the rapid development of Saudi sports.
The Minister of Media clarified that justice is the fundamental pillar for ensuring sustainable development, pointing out that the judicial system, under the guidance of the wise leadership and the efforts of the Minister of Justice, translates this principle into qualitative initiatives, digital platforms, and services that ensure every citizen and resident their rights easily and reliably, keeping the homeland a land of achievements, justice, prosperity, and tranquility.
In response to a question about the delay of some major projects beyond the specified timelines, the Minister of Media affirmed that what was stated in the royal speech delivered by the Crown Prince before the Shura Council emphasizes that the state continues to evaluate the economic and social impact of public spending, ensuring the direction of resources towards national priorities in the ongoing pursuit of serving citizens, raising the level of services provided, and improving the quality of life for citizens, residents, and visitors.
Commenting on a question regarding the “Global Harmony” initiative and the plan to expand its scope, he confirmed that the Ministry of Media is proud to launch the second edition of the initiative in collaboration with the General Entertainment Authority and the “Quality of Life” program, as the first edition, held last year, attracted more than 3.5 million visitors from residents. The current edition targets cultures from 14 countries around the world, offering rich cultural, media, and entertainment experiences, and diverse artistic expressions covering various age groups.
He added that the number of visitors to the second edition has so far exceeded one million, noting that the impact of the initiative is not measured by numbers alone, as media coverage reached about 9 billion content accesses, amidst interactions expressing love and gratitude for the Kingdom. He affirmed that the Ministry of Media seeks to continue this initiative and expand its scope to include other cultures in the future.
Comprehensive Development in Services
For his part, Minister of Justice Dr. Walid bin Mohammed Al-Samaani confirmed the integration of work between the Ministry of Justice and the Ministry of Media in raising legal awareness and enhancing the institutional image of justice locally and internationally.
He noted the support of the Custodian of the Two Holy Mosques King Salman bin Abdulaziz and his Crown Prince, which contributed to bringing about comprehensive development in legislation, services, and judicial procedures.
Minister Al-Samaani reviewed the developments witnessed by the judicial system over the past years under the Kingdom’s Vision 2030, as justice has been placed on a clearer and more efficient path, closer to beneficiaries.
He emphasized in this context that the specialized legislations led by the Crown Prince have formed the starting point for this transformation, as the Civil Transactions Law, the Evidence Law, and the Personal Status Law have been issued, while work is underway to complete the regulatory procedures for the Penal Code. He pointed out that these legislations have enabled the courts to focus on proving and describing facts, contributed to speeding up resolutions, reducing the scope of interpretation, and raising the quality of outputs. They have also reflected on beneficiaries by shortening the duration of litigation and increasing the rate of legal certainty and predictability of judicial rulings to more than 70%, with beneficiaries’ satisfaction rising from 78% in 2022 to 92% in 2025.
In terms of training and qualification to ensure the optimal application of legislations, the Minister of Justice stated that nearly 2,000 judges have been trained in civil law, in addition to more than 11,000 trainees in programs to qualify lawyers. Specialized explanations for legislations such as the Evidence Law and the Personal Status Law have been issued, and soon an explanation of the Civil Transactions Law will be released, along with the publication of many principles and judicial rulings to support the unification of practices and enhance transparency.
Regarding improving the beneficiary journey, the Minister of Justice indicated that specialized centers have been established, such as the Case Review Center, the Case Preparation Center, and technical offices in the courts, where more than 700 legal researchers work. The Review Center has received more than five million electronic case filings after reviewing them, contributing to reducing the case duration by more than 40%. The Preparation Center has completed nearly one million fully electronic judicial support services, and the technical offices have provided more than 100,000 legal studies, helping to raise the quality of rulings and speed up their resolution, in addition to preparing thousands of studies from the technical offices in the courts, which enhances quality and improves judicial outputs.
The Minister of Justice, regarding enforcement, noted that the virtual enforcement court has been launched to process enforcement requests entirely electronically, shortening the duration of enforcement requests to five days, contributing to the completion of more than 400,000 requests this year.
In the documentation sector, he said: “Real estate transactions are now completed electronically and instantly, with more than 200 million real estate documents digitized at a capacity of up to 300,000 documents daily, which has enhanced the reliability of real estate services and solidified the Kingdom’s progress in property registration indicators. It has also strengthened preventive justice that protects rights before disputes arise, and expanded the scope of documented electronic contracts, including lease contracts, full construction contracts, attorney contracts, and the unified employment contract in collaboration with the Ministry of Human Resources and Social Development, where the number of documented employment contracts since the service was launched has exceeded 140,000 contracts.”
He added: “The ministry has also launched the Judicial Operations Center to monitor real-time performance, tracking all the ministry’s work through four strategic indicators, including speed of resolution, quality of rulings, and beneficiary satisfaction, in addition to more than 53 operational indicators.”
The Minister of Justice affirmed the ministry’s continued efforts to achieve its objectives by expanding the scope of the preventive justice project and increasing the readiness of electronic contracts, alongside continuing to provide specialized legal training programs for judicial system members and others.
In response to a question about the most prominent projects of the Ministry of Justice to improve the transfer of real estate ownership, the transition of the real estate market to the General Authority for Real Estate, and the impact of that on the execution processes, Al-Samaani said: “The Ministry of Justice has been working for years to document and digitize all real estate documents through the digitization initiative, which has helped the ministry make real estate ownership services fully electronic and instantaneous. Through the real estate market, more than 350,000 transactions have been completed with amounts exceeding hundreds of millions of riyals, and there is coordination with the General Authority for Real Estate for the transition of the real estate market to the authority. The first target through this transition is that the beneficiary is not affected, as the ministry is working with the Ministry of Municipal and Rural Affairs and the General Authority for Real Estate in this regard.”
In commenting on a question about the model of centralized judiciary and its contribution to the consistency of rulings, he confirmed that the ministry has worked on electronic litigation, which does not only refer to digital transformation but also procedural and substantive transformation. This process has undergone a development period related to digital transformation and procedure engineering. The ministry is currently preparing an operational model for the courts that is not tied to a specific geographical location, set within a specific timeline while considering judicial experience and speed of resolution. It has been experimentally applied in labor courts and achieved positive results of nearly 50% in terms of increased speed of resolution with quality performance. In the coming three months, it will be gradually applied to all courts.
Regarding the existence of a specific system for artificial intelligence, the Minister of Justice said: “Artificial intelligence is not a competitor to professions but rather a developer of them. The ministry is working on utilizing artificial intelligence technologies to ensure their benefits and improve work, while the responsibility and final decision remain with the courts.”
In response to a question about the Ministry of Justice’s announcement of the accreditation of the high diploma for law and criminal law, and the beneficiaries of these diplomas, he pointed out that the judicial diplomas launched by the Ministry of Justice are not limited to judges only, clarifying that anyone who joins the judiciary profession receives a specialized diploma in law, either through the Judicial Training Center for two years or through the Institute of Public Administration for three years.
He noted that lawyers also have a high diploma in law, with more than 11,000 graduates, indicating that the ministry has launched specialized diplomas such as the high diploma in civil law and the high diploma in criminal law, with hundreds of judges enrolled so far.
He revealed that the ministry is about to launch the high diploma in commercial law, noting that work continues to launch more diplomas for various sectors and judicial personnel, so that enrollment is not limited to judges and lawyers only, but includes anyone with a direct or indirect connection to the judicial process.
Regarding granting the private sector licenses to track debtor funds, the Minister of Justice said: “The truth is that the enforcement system and its application from the enforcement courts have gone through multiple stages, and the enforcement courts are among the most prominent sectors that have transformed their performance into fully automated digital work. The ministry has studied the challenges faced by enforcement judiciary over the past years, with tracking funds being one of the most prominent issues. Therefore, the ministry is studying the current enforcement system project, which also examines issues and rules related to tracking funds through several stages, including assigning it to specialized entities from the private sector to track funds.
